- Lead an annual compensation review to evaluate and recommend changes to our compensation and benefits programs to ensure they are performance driven, market competitive, and employee-centric.
- Manage the design, development, implementation and maintenance of competitive, compliant, and cost-effective compensation programs for non-union and unionized employees which may include overseeing annual detailed market analysis.
- Provide oversight and direction on implementation and execution of the annual compensation increases for multiple employee groups including both unionized and non-unionized faculty and staff.
- Responsible for the development, implementation and management of the job evaluation program and pay equity plans for non-union and unionized employees to ensure legislative compliance and linkage to total compensation strategy and university needs.
- Lead the creation of an administrative framework for job design to improve consistency and efficiency across the organization.
- Lead and respond to complex and/or sensitive issues with regards to compensation and job evaluation.
- Responsible for the review of benefit carriers’ financial reports and contractual arrangements, including active engagement with carrier to manage and negotiate annual benefit premium renewals.
- Develop, recommend, and implement amendments and related policy initiatives which may include planning, developing and redesigning pension and benefit programs and evaluating the cost and effectiveness of such programs.
- Provide analytical and technical expertise for the review, interpretation, development and implementation of university pension and benefit related policies, procedures and guidelines.
- Support senior leadership pension and benefit committees responsible for the review of pension and benefits governance.
- Oversee all communication materials for the purpose of ensuring that all pension plan and benefit plan members are kept informed of issues affecting their benefits, including review of webinars, and pension and benefit booklets created by provider for our members.
- Liaise and collaborate with Labour and Employee Relations as appropriate, providing necessary documentation, costing and materials to support union-management issues, including preparation for and negotiations during the collective bargaining process.
- Liaise with the Finance department to co-lead pension audits as required to meet compliance, and complete pension regulatory filings as required.
- Manage relationship with pension consultant which includes review of pension fund performance and arranging quarterly review meetings.
- Ongoing and regular consultation with representatives and account leads affiliated with our benefit carrier and pension provider, as well as personnel and leads responsible for advisory and consultative services involving fund management of our pension plan.
- As necessary, lead the RFP process for programming within the Manager, Total Rewards portfolio.
- Liaise with and serve as university’s primary point of contact among university counterparts for the purposes of soliciting, exchanging and reviewing data to advance the objectives and priorities of our university.
- Lead the development of proposals, engage with partners and stakeholders, monitor, track and report progress, anticipate challenges and triage issues with solution-oriented approach.
- Develop a working environment that fosters open communication and trust and reflects the universities core values.
- Provide effective and strong leadership to a unit of strong HR professionals, using progressive management practices and provide effective, guidance and coaching and ensure team members are setup for success.
- Liaise with the Manager, HR Technology and Data Analytics to optimize the HR client function, improve processes and automate practices and programs as appropriate.
- Monitor trends in group benefits, identifying and investigating risk/opportunities for efficiencies in benefit plan administration.
- In collaboration with the Director of HR, and other key stakeholders, develop a strong HR service model for the university which leverages technology and maximizes efficiency.
- Act as a subject matter expert to the broader HR team in the areas of compensation, benefits, pension and job evaluation and provide expertise during collective bargaining process in the same regard.
- Work collaboratively with Payroll to establish synergies and improve efficiencies in operations.
- Collaborate with Payroll and Finance to co-lead, and project manage, new system enhancements.
- Collaborate with the Manager, HR Technology and Data Analytics to systematize employee filing and
- implement technological advancements to improve process efficiency.
- Lead on-going environmental scanning and research in the compensation, job evaluation pension and benefit space to stay abreast of emerging trends, legislation and compliance rules, identifying opportunities that may be appropriate for Ontario Tech to consider and/or ensure compliance with.
- University Degree consisting of four academic years in a related discipline or equivalent in experience and education.
- Preferred applicant will have CCP and/or CEBS designation, or working towards designation.
- The ideal candidate will have 7 to 10 years of related working experience in total rewards with a focus on compensation, job evaluation, benefits and pension.
- 3 to 5 years’ experience leading and directing a multi-disciplinary team, preferably in a public sector or post-secondary unionized environment, including administration, policy development and system implementation.
- Demonstrated expert knowledge in pension, benefits, compensation and job evaluation with sound understanding of legislation and principles in these areas.
- Highly developed relationship and interpersonal skills with the ability to build effective working relationships with colleagues, senior management and stakeholders.
- Excellent analytical, problem-solving, conflict resolution, decision-making and planning skills with the ability to effectively negotiate institutional-level contracts, exercising independent judgement as well as exceptional tact and diplomacy.
- Knowledge of Ellucian Banner is an asset.
- Experience working with multiple technology platform including troubleshooting and managing integration of pension and benefits systems with HRIS.
- Advanced computer skills in MS applications, including Excel.

Job Summary: Reporting to the Director of Human Resources, the Manager, Total Rewards is responsible for developing and implementing a Total Rewards strategy, managing the implementation of new projects and initiatives and providing leadership to a small team responsible for the service delivery of total rewards programs.
Nature of work:
As the Manager of Total Rewards, you will be responsible for the plans, policies, programs and practices in the areas of total rewards including oversight for Ontario Tech University’s pension, benefits, compensation and job evaluation programs. The Manager, Total Rewards plays a key role in the plan, design, delivery, communication and evaluation of total rewards programs which enhance the organization’s ability to attract, develop, engage and retain a talented and high-performing workforce. Your role is to ensure overall strategic design is reflected in cost effective, progressive employee programs that are market competitive and meet the needs of the organization.
The Manager, Total Rewards will ensure that the university pension plan, group benefit and compensation programs are administered efficiently, prudently, and consistently and in compliance with pension and benefit contracts, collective agreements, compensation frameworks and applicable legislation. As the Manager, Total Rewards, you are expected to lead communications associated with complex and/or sensitive issues with regards to compensation, job evaluation, pension and/or benefits. You will lead a team of four total rewards administrative staff in a Flexible Workspace Program focused on meeting the service needs of our community.Responsibilities/accountabilities:
