      The MEAL Manager is a vital member of the Partnerships for Impact team and plays a significant role in ADRA Canada's efforts to execute the organization's vision to maximize impact through quality programming. Embodying ADRA Canada’s values of being Connected, Courageous and Compassionate, the MEAL Manager is responsible for leading efforts in ensuring the smooth functioning of ADRA Canada's MEAL systems, strengthening staff and local partner MEAL capacity, providing tools to local partners, further developing ADRA Canada's expertise in MEAL, and leading the project reporting process.

      Reporting to: Partnerships for Impact Associate Director

      Location of Employment: ADRA Canada headquarters in Newcastle, Ontario, Canada is preferred. However, remote work within Canada will also be considered on a case-by-case basis. Experienced internationally-based candidates are also encouraged to apply. Please note that internationally-based candidates, if selected, will work as independent contractors under a service agreement tailored to project deliverables and timelines. Independent contractor terms do not include the employee benefits or regular office-based responsibilities and hours of work included in this posting.

      Travel: National/International travel is required up to a maximum of 30% of the time.

      Work Hours: For employees - Full-time, 38 hours per week with a 4-day work week option as well as hybrid option (3 days in office and 1 day work from home). For independent Contractors - 1 year term with the possibility of extension.

      KEY RESPONSIBILITIES:

      A. Church Relations/Ministry (10% of each work week, but permeated throughout role)

      • Participate in daily worship and prayers. All employees take turns in leading worship for all employees.
      • Be prepared to counsel callers (including church members and others) on role of Seventh-day Adventist mission and pray with them.
      • Encourage partners (including Seventh-day Adventist Conferences and congregations in Canada, other Canadian and international Seventh-day Adventist entities and the worldwide ADRA network) in the mission of ADRA Canada and the Seventh-day Adventist Church. Educate them, as necessary, about the ministry role of ADRA Canada as part of the worldwide Seventh-day Adventist Church movement, consistent with the religious teachings of the Church.
      • As requested, contribute to corporate publications and represent ADRA Canada and its mission at presentations/speaker appointment requests, particularly with ADRA Canada’s partners.
      • Ensure that all activities are carried out in accordance with the values and religious beliefs of the ADRA network and the Seventh-day Adventist Church.
      • As part of the ADRA Canada ministry, act in a way that reflects the religious beliefs and practices of the Seventh-day Adventist Church, both on and off duty.

      B. Operations/Technical (90% of each work week)

      Monitoring, Evaluation & Learning

      • For assigned projects, develop and manage key M&E tools, including: the Performance Measurement Framework (PMF), the PMF key (detailing how each indicator is calculated), monitoring plans, and the M&E plan.
      • Build implementing partner's capacity in M&E. This includes in-country training and remote support as needed. This also includes building capacity in technologies that ADRA Canada recommends to implementing partners.
      • Contribute to building ADRA Canada's M&E program, including making recommendations on direction, providing advice on strategic focus, and finding better methods of implementing sound M&E principles.
      • Provide timely and accurate inputs into project reports as needed, including: annual reports, annual working plans, baseline reports, evaluation reports, and mid-term reports.
      • Monitor project activities on an on-going basis through site visits, receiving reports from implementing partners and obtaining feedback from beneficiaries.
      • Provide technical support for evidence-based recommendations to the relevant stakeholders.
      • Manage and/or participate in project evaluations. This includes coordination/management of evaluation TORs, selection of evaluators, management of evaluators, reviewing/refining the final report, and the construction and management of a detailed schedule.
      • Coordinate and communicate M&E objectives between numerous actors/stakeholders, including implementing partners, consortium leads, project managers/coordinators, consultants, and other external organizations.
      • Manage/participate in the development and maintenance of an agency-wide data repository that provides combined quarterly and annual figures from all projects to the Agency for dissemination to donors.
      • Keep abreast of and lead in the adoption of trends and principles in the M&E space. This can include attending training seminars, webinars, and participating in M&E working groups as assigned.
      • Assist in the integration of technology into projects where applicable, and work to enable real-time learning and feedback.
      • Facilitate knowledge exchange among stakeholders and project teams in areas of M&E, both in Canada and overseas, through setting up effective learning systems.
      • Coordinate the sharing and discussion of M&E findings and research results with relevant project stakeholders for program improvement.
      • Play a key role in proposal development by providing critical guidance on the logic model, indicators, and budgeting for MEL staff, tools, and systems.
      • Coordinate and manage partners/consultants who provide supplementary M&E services to projects

      Reporting

      • Take a lead role in producing donor-required reports for assigned projects.
      • Create and monitor a detailed schedule to coordinate the various stakeholders (in-country partners, ADRA Canada technical specialists, consultants and managers) who provide input into the various reports.
      • Become familiar with the donor's reporting requirements.
      • Create reporting templates that provide simple and understandable instructions to the various stakeholders and teams in a manner that satisfies the reporting requirements.
      • Prefill templates with information/data already known by ADRA Canada.
      • Provide regular updates, check-ins, and reminders to stakeholders involved in the reporting process.
      • Organize and file documents in a manner consistent with ADRA Canada’s filing standards, enabling report contributors and reviewers to easily access relevant information.
      • Review report/document submissions for basic adherence to template instructions and as an M&E technical specialist.
      • For multi-country projects, author consolidated that condense the submissions from the various partners, calculating consolidated results and bringing out common themes.
      • Finalize the reporting package for submission, including finalizing all documents, ensuring that documents are named and filed correctly, PDF’ing all documents, and making the submission available for review by the donor.
      • Prepare oral presentations for the donor as required, creating presentation slides that clearly outline project progress during the reporting period and participate in delivering these presentations.
      • Upon the successful submission of a major report, collect feedback from the various stakeholders on the reporting process, make recommendations and ensure that these are integrated and acted upon in the next reporting cycle to enhance the process.

      EDUCATION, EXPERIENCE AND COMPETENCY:

      Must Haves:

      • Bachelor’s degree in International Development or other relevant disciplines.
      • A specialization in M&E, either by course-work or experience.
      • Minimum of 5 years experience in an M&E position.
      • Excellent organizational skills to coordinate schedules and meet deadlines and attention to detail.
      • Strong analytical skills - Able to analyze numerical data, verbal data and all other sources of information. Including attention to the logical progression of ideas, an intuitive understanding of causal relationships, and the ability to clearly articulate gaps in these areas.
      • Strong writing and reporting skills - Able to write proposals and reports clearly, succinctly, correctly, convincingly and in an engaging and expressive manner.
      • Excellent presentation and communication skills – Able to speak and write clearly and fluently in English and express opinions, information and key points of an argument clearly. Able to maintain professionalism in sensitive and challenging situations.
      • Adept at learning and researching – Able to gather comprehensive information to support to support M&E decision making and best practices. Including a basic understanding of how research should be conducted, statistical theory/practice, what a research paper should look like, and how to participate in and/or coordinate research activities.
      • Strong leadership skills – able to provide others with a clear direction.
      • Excellent skills in Microsoft Office Suite, especially an understanding of intermediate-to-advanced formulas in Excel.
      • Knowledge of Results Based Management (RBM).
      • Awareness and sensitivity regarding gender equality issues and a commitment to programming that respects and protects the human rights of all people, including an active commitment to the rights of women and girls.
      • Strong initiative. Able to anticipate needs and be proactive. Self-disciplined to meet deadlines and strong work ethic. Self-directed to take action and resolve issues. Strong sense of responsibility and ability to perform while delivering superior customer service.

      Nice to Haves:

      • Master’s degree in international development or other relevant discipline.
      • 3+ years of experience working in least developed countries.
      • Experience with Global Affairs Canada funded projects.
      • Knowledge of environmental considerations in programming.
      • Experience in both development and emergency contexts.
      • A high degree of understanding of cross-cultural communication, including understanding sensitivities of various cultures as well as the ability to translate academic concepts into real and practical support for implementing partners.
      • Project Management skills including basic understanding of how to set and monitor project budgets.
      • Written or oral communication skills in French.

      • If travelling (international and/or domestic) there will be difficult conditions and challenging environments, particularly to destinations in the developing world.
