- Works with National and Regional leaders to establish the vision and strategy for retaining and growing top talent to serve our mission according to our strategic plan.
- Partners with National and Regional leaders and hiring managers to understand employee needs (annual and monthly workforce planning) and create and execute human resource plans.
- Defines critical HR metrics, gathers data, and reports out to leaders and hiring managers; identifies issues and solutions, and implements improvements.
- Develops, documents and recommends continuous improvement of HR processes, procedures or programs to deliver innovative solutions to meet needs.
- Manage a team of regionally based HR operations staff, including hiring, performance management and professional development.
- Implements consistent and effective tools and processes that create an exceptional talent experience through the entire employee lifecycle; monitors regional execution of processes.
- Develops and manages HR operations and People Development budget, identifying efficiencies and cost savings.
- Evaluates organization's policies, procedures and practices and makes recommendations to positively impact employee experience, recruiting and retention outcomes.
- Monitors team member satisfaction and attrition levels and develops strategies and team member centered programs and activities to improve engagement and retention
- Assists executive management in the annual review, preparation and administration of the organization's total rewards program
- Investigate complaints or concerns related to workplace issues
- Consults with legal counsel as appropriate, or as directed by the senior leadership, on team member matters
- Maintains knowledge of industry trends and employment legislation.
- Maintains responsibility for organization compliance with federal, state and local legislation and regulations pertaining to all team member matters
- Ensures compliance and claim response for EEOC, FMLA, Code of Conduct, Discrimination, Harassment and other legal/policy issues.
- Develop and maintain team member handbooks and policies
- Communicates changes in the organization's team member policies and procedures and ensures that proper compliance is followed
- Develops and maintains a human resource information system that meets the organization's team member information needs and associated records/digital files for each team member
- Perform other duties and responsibilities as requested or required.

- Coaches/mentors team members at all levels of the organization; maintains positive relations.
- Develops and delivers written communications and presentations to communicate concepts related to one or more functional HR areas for leaders; develops and conducts training and presentations with the help of HR Operations team members.
- Develops and manages outsourced HR operations agencies (as needed, including contracts) to ensure goals are being met and ongoing communication exists with leadership
- Develop and manage relationships and contracts with technology vendors and benefit providers.
- Administer benefit plans, including establishing eligibility, timely responses to team members regarding coverage questions, assisting with onboarding and orientation, and recording changes to benefits and COBRA processing
- Manage the Workers Compensation relationship with our vendor
- Participates in internal and external associations and networking events
- Minimum of 10 years of previous human resources experience including compensation, benefits, compliance, employee relations, training and development with at least 3 years team leadership responsibilities
- Ability to manage high volume, high variety workloads in deadline driven environment
- Minimum Bachelor’s Degree required, MBA or graduate degree preferred
- Previous experience in a multi-state nonprofit organization preferred
- Willingness to travel out of state 10% of the time, for approximately 3-4 days at a time required
- Highly skilled with HRIS software tools and MS Office/Google
- Strong analytical and strategic mindset with hands-on management style

Job Purpose
Under the direction of the Chief Operating Officer and in collaboration with Open Sky National and Regional leadership, the National Director of Human Resources Operations is responsible for developing and executing human resource strategies for Open Sky Education and its family of companies. S/he is responsible for the overall administration, coordination and evaluation of the human resources function for the organization including benefits, compensation, employee relations, training, performance management, workforce effectiveness/organizational development, change management and other workplace initiatives. S/he will manage a team of HR operations staff to achieve our human resource goals and ensure compliance with all federal, state, and local requirements.
S/he will work closely with the Director of Recruiting, Finance & Payroll, Data & Applications, People Development regional and school leadership to provide a wide range of quality Human Resources services to all levels of team members throughout the entire organization.
