Position Title: Payroll Manager

Department: Human Resources

Supervisor:Director of Human Resources

FLSA: Exempt

Position Summary:

Analyzes, prepares, and inputs payroll data.

Essential Functions:

1. Supervises all payroll processing and related activities, including training and evaluation of staff.
2. Solves problems concerning payroll, answers inquiries, and enforces payroll policies.
3. Initiates changes in work assignments or processing to improve efficiency.
4. Assists in the development of overall payroll procedures by recommending improvements or changes when deemed necessary for greater efficiency.
5. Supervises and reviews the preparation of all payroll statements and reports
6. Audits work of all employees on an ongoing basis.
7. Represents the Payroll Department at meetings.
8. Assumes full responsibility for Payroll Department in absence of the Director of Human Resources.
9. Interviews, selects and assigns staff.
10. Analyzes, prepares, and inputs payroll data while ensuring compliance with all city, state and federal laws and regulations
11. Prepares weekly, monthly, quarterly and year end reports for management
12. Prepares various journal entries, account reconciliations and provides General Ledger support
13. Performs customer service function by answering employee requests and questions.

1. Performs other work-related duties as required and assigned.

Education, Experience and Skills Required:

1. Bachelor’s Degree in a Business Related Field, OR
2. Associate’s Degree with five years of payroll/benefit processing related activities, OR
3. Any appropriate combination of education and experience
4. Two years supervisor experience
5. Three years experience related to personnel/payroll automated system
6. Effective oral and written communication skills.
7. Computer Literacy
