Position Summary As Oregon’s largest postsecondary institution and the 19th largest community college in the nation, PCC is committed to lifelong learning and transforming our culture through creating a sense of belonging and well-being for our employees and students. The People Partner is a partner with the PCC people team, and with the People Strategy, Equity and Culture team. This team is primarily responsible for working with managers and employees to support employee success. This is accomplished through transparent communication; collaborative problem-solving; working with labor relations, total rewards, talent acquisition and application of the agreements; and, response and resolution to grievances and union inquiries.
You will apply your problem solving and analytical skills and abilities to support Senior People Partners in working with supervisors to manage issues and improve work environment and employee performance. In a recently restructured People Strategy, Equity and Culture department, you will contribute to the growth and refinement of the People Team.

Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.● Ability to resolve problems or issues routine in nature regarding performance, conduct, workplace conflict, and cultural questions by gathering and assessing information, seeking input, and using judgment that is consistent with standards, practices, policies, procedures, values, and regulations.
● Supports Sr. ADA Partner and Sr. People Partners with investigations into issues of discrimination and harassment, including administrative support and recommending comprehensive remedies and preventive measures.
● Demonstrated excellent verbal and written communication skills; proficiency in de-escalation, managing difficult conversations, navigating conflict resolution conversations, and influencing decisions without direct decision-making authority.
● Demonstrates cultural competence while navigating large complex organizations with a focus on long-term DEI strategies in support of PCC’s diverse employee population.
● Coordination of employee assessment process while integrating Belonging, Justice, Equity, Diversity, and Inclusion (B-JEDI) principles.
● Ability to research and analyze data to identify trends. Provides administrative support related to employee assessments, adjunct faculty, and casual hours reporting to support People team and College initiatives and functions.
Minimum Qualifications
To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).
Bachelor’s degree in Human Resources, Business or other relevant discipline (relevant experience may substitute for the degree requirement on a year-for-year basis).
Two years human resources, employee relations or related human resources function experience.
Preferred Qualifications
● Demonstrated experience working in a union environment with employees ranging from entry level through senior management.
● Certification through SHRM or HRCI or other professional organization
● Demonstrated experience communicating with managers and employees to investigate workplace concerns, and providing options for resolution and/or restoration.Position Grade II Starting Salary Expectations Minimum $64,176 to range midpoint of $78,616. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $64176 to $93056 Annual Salary FTE 1 PCC Benefits PCC offers a comprehensive benefit package designed to provide employees and their families, including domestic partners, with access to a broad range of benefit options. Includes Health, Dental, and Vision options, Group Life, Long-term Disability, Long-term Care, and Auto and Home Insurance programs.
PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.
Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

The ASR contains current security and safety-related policy disclosure statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information and resources, and drug and alcohol prevention programming. The ASR also contains crime statistics for Clery Act crimes which occurred on PCC properties for the last three calendar years. Paper copies of the ASR are available upon request at all Department of Public Safety offices.
Special Conditions for this position:
This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage . Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
