- Lead the cost proposals for Federal and Commercial pursuits ensuring alignment between the Technical and Price volumes.
- Review and interpret complex opportunities, log questions for submittal, identify risks, trends and deviations impacting cost/price proposal
- Analyze cost/price/profitability applying financial levers to impact strategic bid/no-bid decisions.
- Understanding of pricing strategies to effectively compete against competitive pricing ranges to optimize revenue, margins and long-term profits.
- Establish subcontractor target rates and rate analysis to create a competitive (Prime/Sub) submission.
- Coordinate with multiple business unit stakeholders and/or solution architect to determine accurate capture of cost inputs based on the solution, work breakdown structure, basis of estimate in alignment with the RFP terms for opportunities
- Utilize ERP system to build, run and analyze data to accurately capture cost inputs
- Build competitive, realistic and compliant excel cost/price models through all stages of the RFP and bid process including the pricing narrative and assumptions
- Prepare pricing-related briefings and drive critical approval process with executive leadership and stakeholders to meet tight deadlines
- Coordinate and lead pricing reviews with Executive Leadership, Contracts, IT and Operations, providing guidance and recommendations that impact proposed price.
- Develop and maintain estimating model documentation including labor analysis, basis of estimate rationale, vendor quotes, sources for data, and build up calculations
- Develop cost/pricing templates (Prime/Sub) and cost volumes to provide compliant proposal with RFP, FAR and CAS (when applicable).
- Build and maintain pricing proposal tracker to track performance and ensure deadlines are met.
- Lead Implementation of the Estimating system component of the Federal Cost Accounting Standards (CAS)
- Maintain adherence and compliance with the CAS Estimating system requirements post-implementation
- Understand cost structure across multiple business units and/or legal entities including both services and technology
- Maintain knowledge of market trends, competitors, and industry changes to help drive pricing strategy
- Apply forward pricing rates for large bids in accordance with Federal cost accounting standards
- Effective communication and collaboration with Business Development, Operations, Finance, Executive Management, IT and other departments
- Build and Maintain a validation process for cost models and assumptions
- Maintain accurate and complete records of all pricing templates / documentation / historical data.
- Perform labor wage and compensation analysis with support from Talent Operations.
- Provide pricing analysis and debriefs post contract award. Use information to determine if adjustments to the pricing model are necessary to ensure accuracy in future models
- Vet and administer any future supporting cost/price software applications
- Setup project plans based on pricing model in ERP system for contract awards to measure variances and performance metrics
- Perform other departmental adhoc duties as necessary.

- Bachelor's degree in finance, Economics, Statistics or related business field preferred.
- 5+ years of progressive experience in cost/price modeling, analyzing complex data sets and responding to pricing volume of federal and/or commercial RFPs for services and IT-related solutions.
- Proficiency in Federal Cost Accounting Standards Estimating System requirements.
- Experience with ERP systems and automated pricing tools to improve efficiency and accuracy in models.
- Advanced level experience with Microsoft Excel.
- Ability to communicate with all levels and cross functionally within an organization.
- Demonstrated high attention to detail including working with ambiguity, ability to manage multiple, competing priorities simultaneously with tight deadlines.
- Demonstrate logical and critical thinking processes, sound judgement, and strong business acumen.
- Ability to maintain a high level of confidentiality both inside and outside of the organization.

You are a person who loves creating strategic and competitive pricing models including the development of cost/price proposals in support of winning new healthcare administrative service and health IT business and/or expanding existing business opportunities in both Federal and Commercial markets. We need someone who is highly efficient in pricing proposals for prospects, modifications to existing client pricing, rate equitable adjustments, rough order of magnitudes and on-going pricing review and analysis. In the role of Pricing and Cost Manager you are responsible for leading variety of pricing and estimating activities effective communication with internal and external partners, and integrations with cross-functional teams to build competitive pricing models and analyze requests for proposals
