      Description of Work
      *The Recruitment Range for This Position is $45,926 - $74,675* This Position is 100% Federally Funded
      The Division of Child and Family Well-Being is a division at the NC Department of Health and Human Services (NCDHHS) that focuses on supporting whole child and family health and well-being for North Carolinians with several sections including nutrition programs (WIC, SNAP and Child and Adult Care Food Program), health & prevention services for children and youth, children's behavioral health programs, and early intervention programs. This position is housed within the Operations Unit in the Community Nutrition Services Section (CNSS) in the Division of Child and Family Well-Being (DCFW). The Community Nutrition Services Section promotes sound nutrition habits among women in their childbearing years, infants, children and youth. Section staff work with representatives of state, county and private providers/agencies to promote healthful dietary and physical activity behaviors and best practices. The CNSS administers the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the WIC Farmers' Market Nutrition Program (FMNP), the Breastfeeding Peer Counseling Program (BFPC), and the Child and Adult Care Food Program (CACFP). The CNSS collaborates with programs within the Division of Child and Family Well-Being (e.g., Food and Nutrition Services) and other Divisions within the Department of Health and Human Services (DHHS) as well other public and private community agencies to coordinate nutrition policy, education and training efforts.

      This position is responsible for purchasing activities for all Section programs (WIC, CACFP, and FMNP). Direct purchasing activity conducted by this position exceeds $4M and includes highly specialized and technical commodities. The position directly reports to the Business Manager. The position initiates and manages Section procurement activities covering several programs, and ensures compliance with USDA regulations, Office of State Budget and Management, Departmental policies and requirements, and the Division's Purchasing Plan when conducting purchasing activities. The position provides technical assistance to program staff, local agencies, and Section management and serves as the Section liaison with the DCFW Procurement Office, DHHS Controller's Office, DHHS Office of Procurement and Contract Services, Department of Administration, and DIT on all purchasing issues. The position ensures that there is not a lapse in services by planning activities in advance and having in depth knowledge of purchasing requirements and Section needs.
