The mission of the Office Services Unit within the Contracts and Compliance Division of Washington State Department of Commerce is committed to compliance, operational efficiency and transparency by providing robust agency support in Purchasing, Records Management, Public Disclosure, Facility and Fleet Management. We strive to enhance operational effectiveness while ensuring compliance with all state laws, regulations, and policies.
Working within the Office Services Unit, the Public Disclosure Coordinator is responsible for responding to and processing public requests. Working under the direction of the Public Disclosure and Records Manager this position is expected to work independently, ensuring response timelines are met with accurate and complete responses. Using various software tools, such as GovQA, Microsoft E-discovery, and others, this position will independently search for, review and prepare responses to agency public disclosure requests. As needed this position will interact with unit records coordinators and other division staff across Commerce to gather and evaluate requested materials. This position will also occasionally seek advice or guidance from the Assistant Attorneys General's office to ensure accurate interpretation of RCWs.
The teams are looking to fill multiple vacancies with this one recruitment.
This is a hybrid position based out of our Olympia office.
Duties
Collecting and processing agency records
Tasks include:
• Coordinate assigned public records requests in Commerce's PRA program, ensuring consistent application of PRA processes across divisions.
• Manage intake, clarification, and workflow coordination for public records requests received via GovQA and the shared PRA inbox.
• Serve as a specialist to agency wide coordinators on request interpretation, scope, sensitive content, and PRA obligations.
• Maintain strong, professional communication with requestors, staff, and leadership to ensure clarity, consistency, and timely outcomes.
• Act as an agency specialist on conducting comprehensive searches using Microsoft eDiscovery, Outlook, SharePoint, network drives, SMARSH, and Everlaw to locate electronic records.
• Develop search terms, filters, and Boolean logic to generate accurate and defensible search results.
• Coordinate search activities with records coordinators and program staff to gather responsive records.
• Works with Commerce staff and program managers to ensure the agency is compliant and consistent with PRA responses.
• Review responsive documents for completeness, relevance, and exemption applicability.
• Apply appropriate PRA exemptions, ensuring accurate redaction and protection of sensitive data.
• Prepare exemption logs and document redaction decisions with clarity and legal accuracy.
• Ensure assigned components of the PRA process remain accurate, current, and aligned with RCW 42.56 and Commerce practices.
Receiving and responding to Public Disclosure Requests
Tasks include:
• Provide training and guidance to division records coordinators on PRA processes, search practices, and exemption classifications.
• Assist with the development of standard templates and process documentation for PRA workflows.
• Maintain accurate tracking of assigned requests within GovQA, including dates, exemptions, and outcomes.
Other Duties as assigned
Tasks include:
• Contribute to updates of Commerce PRA process documentation, including, forms, templates, and guidance materials.
• Recommend incremental improvements to PRA workflows, templates, and search practices.
• Coordinate with the Records Officer on retention schedules affecting PRA related- records.
Qualifications
Required Position Qualifications: This is an In-training position. The goal class for this position is Forms and Records Analyst 3 (FRA3). We will consider applicants who meet the requirements for the FRA2 and 3 levels. If the finalist meets the requirements for the FRA2 level, they will be hired at that level and placed into a training program to become an FRA3 within a specified period of time.
Forms and Records Analyst 2Any combination of Five (5) total years of experience and education. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience.
Experience must include:
• Minimum of one (1) year of records management experience
Education involves business, public administration, or related field. Qualifying education post High School/GED may be substituted year for year for experience.
Examples of how to qualify:• 5 years of experience
• 4 years of experience and 1 year of education
• 3 years of experience and 2 years of education
• 2 years of experience and 3 years of education
• 1 year of experience and 4 years of education
Forms and Records Analyst 3Any combination of six (6) total years of experience and education. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience.
Experience must include:
Minimum of two (2) years of experience providing any combination of at least 3 or more of the following:
• Experience using public disclosure tools to track requests, perform searches, and apply appropriate redaction.
• Receiving and documenting Public Disclosure Requests.
• Reviewing request details and clarifying with requester as needed.
• Conducting records searches using agency electronic records search tools.
• Consulting employees, managers, and executives on Public Disclosure Requests and responsive records.
• Reviewing and redacting public records based on the requirements outlined in the Public Records Act and applicable case precedent.
• Providing public disclosure training to agency staff.
Education involves business, public administration, or related field. Qualifying education post High School/GED may be substituted year for year for experience.

• 5 years of experience and 1 year of education
• 4 years of experience and 2 years of education
• 3 years of experience and 3 years of education

Preferred/Desired Qualifications:• Three (3) or more years of professional-level experience processing and responding to public disclosure requests.
• Experience using existing public disclosure tools currently used at various state agencies and local municipalities, such as Everlaw, GovQA, Adobe Acrobat, SMARSH and E-Discovery.
Required Position Competencies:• Ability to exercise discretion and confidentiality at all times.

• Ability to complete Attorney General Public Disclosure courses

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
