IRC222123 - QA/QC MANAGER At Eni, we are looking for a QA/QC Manager at Eni Congo in Shanghai, China. You will be responsible for ensuring Quality Assurance and Quality Control within the Company, from front end through detailed design to commissioning/start-up and stable operations, to achieve and maintaining overall project objective. Supporting the development and implementation of an auditable Operations Readiness and Assurance Plan, considering all aspects of the project to be handed over to the Operating Company (both technical and non-technical). As a member of construction & commissioning team at Eni Congo you will be responsible for: - Arranging and managing QAQC Activities at Execution Contractor’s supplier sites overseeing Execution Contractor’s QC activity and performing direct interventions. Ensure that quality control process, including - CONTRACTORS and sub-CONTRACTORS process are developed and implemented - Ensuring that QC Coverage is sufficient and that the Inspectors are of the required discipline and in possession of valid qualifications related to the function performed. - Reviewing project Inspector’s deliverables, analyses and resolving issues and problems emerging during the Quality Control activity. Ensure that all inspections and tests witnessed by project Inspectors are recorded and documented and that NDE reports are reviewed and signed - Reviewing and approving Execution Contractor’s QC Documentation/Dossiers/Records for a structured handover to Commissioning team. - Reviewing Execution Contractor’s QC Contractual obligation. - Reviewing Execution Contractor’s QC plans and procedures to verify if they comply with Execution Contractor’s Contractual obligations. - Reviewing Execution Contractor’s QC Organization to verify its adequacy and effectiveness to address all quality issues. - Reviewing Execution Contractor’s Purchase Orders to verify if the Contractual QC requirements have been included in Purchase Orders - Reviewing Inspection and Test Plans to verify that Execution Contractor is performing all required inspections and witnessing all required tests and add witness and hold points for project Inspection. - Reviewing inspection reports and records of Quality Control carried out by Execution Contractor on completed and running Purchase Orders. - Assessing adequacy and competence of Execution Contractor Quality Organization at the Construction, Installation and HUC Sites to assure that the applicable quality standards are achieved. - Verifying that Execution Contractors Quality Personnel are in possession of valid qualifications related to the functions performed - Documenting all inspection and testing in QC reports. Manage the QA/QC staff on all worksites and ensure project quality targets are achieved. - Establish and monitor Project Quality KPI's through each phase. - Establishing and managing the Project Quality Assurance processes including audits, reviews, etc., to ensure that project objectives are met. - Ensuring follow up and appropriate close out of all review actions items. - Participating and providing QA input into the tender evaluation process. - Contributing to the development of detailed design and equipment / material procurement and ensure inspect-ability and constructability of design. - Preparing a Project Quality Assurance Plan to govern all phases of the project. As directed by Project Manager, manage and/or provide discipline input into system interfaces. - Maintaining good communications with the relevant Regulatory bodies such as the Asset holders and Government agencies and ensure that all required Statutory permits and approvals are obtained on sites. Keep track of Variations, Changes to WORK and Non-Conformities- - Preparing lesson learnt and submit to appropriate company focal point. This is the opportunity for you if you have these skills and requirements: - Degree educated (B.Sc. Eng.) - Fluent Knowledge of English - Intermediate knowledge of the local language (if required) - Professional engineer with a broad QA/QC experience in Design, Construction and Project management - specific experience in QC QA, Risk Based Inspection and/In-Service Inspection (excluding purely NDT) - LNG industry experience - Good IT skills inputting data into information management system database. - Excellent knowledge and understanding of quality international concept and practices (ISO 9000, etc.); - Good knowledge of main international codes for constructions (ASME, API, EMUA, ISO, API, NACE, etc) - Full understanding of the important aspects of QA/QC in Engineering, Procurement and Construction activities. - Good Knowledge on Completion Management Tools (eg.
