      Job Overview

      Performs executive level managerial/administrative duties at division level of the department with responsibility for planning, budgeting, coordinating and controlling personnel, materials and physical resources to achieve operations and organizational objectives, this position will be responsible for the management of recreation centers and services, neighborhood parks, dog parks and skate parks and supervisory staff within the Parks and Recreation Department.

      Salary

      Minimum: $33.15

      Minimum Qualifications

      • Graduation from an accredited four-year degree granting college or university with a major in Recreation Administration AND
      • 5 years of experience directly related to Recreation Services; 2 of which must have been in a management capacity; OR
      • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
      • Possession of valid Florida Driver's License.

      Duties and Responsibilities

      Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below:

      • Direct oversight of multiple recreation supervisors, centers, and programs, to include adaptive recreation programs, fiscal management, special interest classes, neighborhood parks, dog parks and skate parks. Responds to sensitive and complex public inquiries and complaints.
      • Formulates administrative policies, procedures, and guidelines to ensure efficient operations and effective administration within their assigned division. Plans and assists in the development of a comprehensive budget plan to meet current and projected goals.
      • Establishes, implements, and monitors various performance measures and benchmarking statistics for programs and operations within the division. Develops short and long-range goals and objectives. Promotes the direction for their division.
      • Analyzes data to determine program/personnel effectiveness and implements adjustments as needed.
      • Determines funding requirements, makes recommendations, prepares budget documents, and monitors status of allocated funds, revenue collection and controls expenses. Compiles reports and maintains participation and facility statistics, and other statistical data.
      • Oversees, recruitment, training, supervision and evaluation of staff, volunteers, and instructors by providing quality leadership. Promotes outstanding customer service for all employees. Handles progressive discipline, adverse actions issues, accident/incident reviews.
      • Research recreation trends, associate’s costs, new philosophies, recreation opportunities, programs and specialized activities and equipment. Participates in planning and design, focus groups, public meetings, and coordination with internal and external stakeholders.
      • Maintains contact and interaction with other districts and government agencies to maintain freshness within managed programs of the division. Helps develop and manage facility use agreements and specialized use agreements.

      • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction required.
      • Working knowledge of various computer operations and related software.
      • Ability to work independently and meet deadlines, for marketing and engagement of department programs, events, and services.
      • Ability to effectively communicate, verbally and in writing, and to understand, follow and give directions.
      • Ability to establish and maintain effective working relationships with others inside and outside the organization.
      • Ability to use initiative and exercise sound judgment in making conclusive recommendations based on business needs.

      Physical Requirements

      • Inside office working conditions, some out of office travel resulting in the use laptop, tablet, or cell phone. May require some standing and walking during events and site visits.
      • Limited physical effort: may include travel, meeting with internal staff as well as external potential partners, stakeholders, some early morning/late night hours required, lifting no more than twenty pounds. Normal office situation for seeing and hearing.

      Work Category

      • Sedentary Work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

      Emergency Management Responsibilities

      In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

      1. Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to:
      • Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS)
      • Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes)
      • Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS)
      • Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)

      2. Possess the necessary job-related license(s) or certification(s) that may include possession of a Florida Driver License (Class E).
