- Executing defined testing programs in accordance with the Finance CRO BCBS 239 Testing Team’s Global annual testing plan with reviews impacting legal entities across Citi including, the US, Ireland, UK, Ireland, Singapore, Germany, and South Africa
- Participating in the planning, executing, and reporting of BCBS 239 testing reviews and issue validation activities to assess compliance with BCBS 239 requirements
- Act as a Review Lead to oversee the end-to-end lifecycle of BCBS 239 reviews including development of testing strategies to evaluate adequacy of key controls and provide oversight of more junior team members
- Documentation of testing findings and having preliminary discussions with corresponding control/process owners to identify root cause and agree appropriate corrective actions
- Utilize innovative testing solutions including Data Analytics to evaluate data accuracy and completeness of the in-scope reports
- Strong background in compliance, internal controls testing, or other control-related function in a financial services firm, regulatory organization, or consulting firm
- Experience of producing and/or testing US/European regulatory reports i.e. FR Y-9C, Call Report, FR 2025a
- Awareness of Audit / Testing Methodology principles and is comfortable with all stages of a review i.e. planning, fieldwork and reporting
- Controls testing experience which will include testing the design and operating effectiveness of key controls
- Ability to review and understand reporting instructions to determine if key reports are produced in line with regulatory requirements
- Transaction testing experience i.e. has traced transactions from the final reports and validated vs source documentation
- Product knowledge of areas such as Loans, Deposits, Securities, Risk Weighted Assets, Derivatives etc
- Technical expertise and is comfortable dealing with large data sets through various tools such as excel, Tableau, Power BI, Python etc. to test the completeness and accuracy and data
- Strong communication skills and is able to communicate with stakeholders specifically on observations identified through testing
- Bachelor’s/University degree or equivalent experience, potentially Masters degree, in a quantitative discipline

The Team
Serve as a Regulatory Risk Officer for the Finance Chief Risk Office BCBS 239 Independent Validation Team responsible for assessing compliance with BCBS 239 Principles by performing independent validation through evaluation of risks and controls implemented. The Global Team sits within Citi’s Independent Risk Management (IRM) function and provide second line oversight on key BCBS 239 regulatory and management reports.
The Regulatory Risk Officer will have a proven track record of testing key controls and processes and have experience assessing completeness and accuracy of data flowing into key reports to ensure compliance with regulatory instructions and internal risk management metrics.
