Position Description
Job Summary:
The Project Controls Manager supports Penhall's Major Projects by integrating schedule, earned value/progress, risk, change, and contract requirements into timely, decision-ready reporting, partnering with PMs to enforce controls cadence and required deliverables, and coordinating with Project Specialists to align with Vista budgets, costs, change orders, billing, and forecasting.
*This is a full-time, remote position.*
Duties and Responsibilities:
• Set up project controls for complex work during preconstruction (WBS, baseline plan, cadence, thresholds).
• Lead planning sessions with PMs/Ops to confirm sequencing, milestones, constraints, and production assumptions.
• Build, update, and analyze schedules in Primavera P6 and Microsoft Project; provide clear schedule narratives as needed.
• Review Issues and RFI logs; monitor critical path, float, constraints, and out-of-sequence work.
• Establish progress/EVM rules (rules of credit, percent complete, quantities) and track planned vs earned vs actual trends.
• Run the controls rhythm and ensure PMs provide required deliverables (updates, progress evidence, risks, change events); escalate gaps as needed.
• Coordinate with Project Specialists to align projects with Vista (phase coding, accruals, change orders, forecasting) and drive root cause/corrective actions on major variances.
Position Requirements
Required Skills and Abilities:
• Experience with Primavera P6 and Microsoft Project, including baseline development, schedule updates, CPM logic, and schedule analysis.
• Working knowledge of earned value / progress measurement concepts (planned vs earned vs actual, rules of credit, performance trending).
• Strong analytical ability to interpret operational data and translate it into actionable project controls insights.
• Ability to lead meetings, drive input accountability, and communicate variances and risks clearly to PMs and leadership.
• Proficiency in Power BI preferred.
• Contract Review & Risk Awareness: Ability to read and interpret contract documents to identify key requirements, constraints, and risks that impact schedule, reporting, and change management (e.g., milestones, deliverables, notice provisions, LDs, and change procedures), and communicate implications to PMs and the Project Controls Manager.
Education and Experience:
• Associate's degree or equivalent industry experience required; Bachelor's degree preferred.
• 2+ years of experience in project controls, scheduling, or project management within construction or related industry preferred (large/complex project experience strongly preferred).
Physical Requirements:
• Prolonged periods sitting at a desk and working on a computer.
• Must be able to lift up to 15 pounds at times.
• Ability to walk job sites as needed.
• May be required to travel to job sites or other locations as necessary.
