The City of Avondale has an opportunity for a Revenue Manager with the Finance and Budget Department. This is a FLSA exempt, full-time position with benefits.
Hiring Range: $97,762.00 - $122,203.00
Salary range is the entire compensation range for the position classification.Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.
Under limited supervision, exercises independent judgment, initiative, and professional skills in the day-to-day administration, management, and supervision of the revenue division. The revenue division is responsible for transaction privilege taxes, utility billing, cashiering and revenue receipting, business and short-term rental licensing, citywide revenue and collection activities, banking, and investments. These activities require close collaboration with other city departments, the Arizona Department of Revenue, and outside vendors. The revenue manager accomplishes all of these tasks either directly or through the supervision, planning, and organizing of the activities of division staff, The revenue manager also advises department and city management on all issues related to these responsibilities and is part of the finance and budget department leadership team.Assists the Finance and Budget Director in planning, directing, and supervising departmental programs, including transaction privilege taxes, utility billing, cashiering and revenue receipting, business and short-term rental licensing, citywide revenue and collection activities, banking, and investments.
Develops, administers, and manages goals and objectives and policy and procedures; establishes future direction for efficiencies of operations with a high level of excellence in customer service; recommends changes to City policies and City codes; identifies major problems and develops solutions.
Makes recommendations for improvement in management control and financial business procedures as they relate to revenue collections and customer service. Provides general oversight for all city processes related to revenue collection and cash receipting.
Participates in the preparation and management of various statistical components of the city’s Annual Comprehensive Financial Report.
Manages the development of complex financial and administrative customer service and revenue reports and studies.
Provides guidance, leadership, and information on tax programs, revenue collections, and general business licensing matters to management, department directors, and others based on a clear understanding of the City Code and the Model City Tax Code.
Responds to and resolves difficult and sensitive inquiries, complaints, and requests for information and services from citizens, business owners, and the public; communicates and provides information to the public through correspondence, interviews, educational campaigns, and telephone calls.Bachelor’s Degree in Business Administration, Public Administration, or a related field.
Work requires broad knowledge in a general professional or technical field normally acquired through four years of college.
Five (5) years of progressively responsible experience in finance administration with an emphasis in revenue and/or treasurer activities and a minimum of three (3) years of supervisory experience.
Valid Arizona Operator’s Driver’s License.Work requires the ability to read complex reports, manuals, studies, articles, and legislation.
College-level math and statistics, including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.
Work requires the ability to write reports and general business documents.
Work requires supervising and monitoring performance for a regular group of employees in a work unit including providing input on hiring and disciplinary actions and work objectives/effectiveness, and realigning work as needed. Planning responsibilities include managing the work in the revenue division and prioritizing and delegating projects.
Prepares documents and research to justify the usage of specified language for the department and its budget allocations.
Work is widely varied, involving analyzing and evaluating many complex and significant variables. City-wide policies, procedures, or precedents are developed and/or recommended.
Conduct research, analyze findings, and prepare and present clear and precise recommendations and reports. Ability to organize and integrate multiple data sources and complex materials and assist others in developing compliance systems.
This position has contact within and outside the organization including municipalities and government agencies. Internal contacts may involve similar work units or departments within the City, which may be involved in decision-making or providing approval for purchases and projects. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Working with the public and citizens may also be required.
