- Responsible for assisting all Public Health staff with answering and routing questions to Durham County Human Resources.
- Distributes and reviews HR documentation. Prepares vacancy reports for the Board of Health.
- Processes onboarding/offboarding documentation. Custodian of departmental documents for any HR related paperwork.
- Maintains good working relationships with officials, managers, supervisors, and employees and the public by providing professional customer service internally/externally.
- Independently prepare complex documentation, reports, charts, and spreadsheets as required. Maintain databases for personnel documentation, anniversaries, and trainings.
- Processes and maintains monthly Medicaid reports to account for employees’ hours.
- Maintains, prepares, and disseminates phone directories, organization charts, and preparedness lists. System administrator for assigning, set-up, and retrieving county ID badges, printer cards, and DCo Learning Management System access.
- Applies electronic payments to county employee insurance for processing, using current program databases and NCIC.
- Prepares for departmental meetings: creating sign in sheets, documents, agendas, and maintaining databases as needed. Ensures documentation is filed electronically for accreditation purposes.
- Trains supervisors/division directors in use of workforce development tools. Ensures training requirements are up to date annually.
- Presents at quarterly staff meetings or supervisor meetings when requested.
- Provides support and assistance in the development and implementation of departmental policies related to administration.
- Routinely audits work to ensure accreditation compliance.
- Participates in special projects as requested. Assists managers and division directors with budget process as needed.
- Responsible for managing the payroll for the entire department. Analyzes payroll biweekly to ensure accuracy. Assists staff with technical payroll related issues using SAP. Assists managers in making timesheet changes in the event of absences, leave, or special circumstances. Ensures payroll is processed on time. Interprets and explains county and departmental policies and procedures to staff as needed. Oversees departmental overtime agreement files to ensure staff are entering hours correctly. Performs payroll calculations to determine hours, salaries, and special circumstances for payroll issues. Advises staff about deadlines, direct deposit, W2’s. Compiles data for supervisors.

- Measles, Mumps & Rubella (MMR) vaccination/immunity
- Varicella-Zoster Virus (Chicken Pox) vaccination/immunity

- Tuberculosis (TB) baseline screening within the last twelve (12) months prior to employment
- Hepatitis B vaccination/immunity – only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.

GENERAL DESCRIPTION:
The primary purpose of this position is to serve as administrative support to all Department of Public Health employees as it relates to human resources, payroll, and administration. This position is the liaison to both the county Human Resource department and Payroll departments. The Senior Administrative Assistant will ensure consistency, responsibility, and timeliness to meet deadlines for the department with work that includes Human Resources, Payroll, and general department functions. The administrative unit oversees the SAP payroll functions and ensures proper handling of human resource documents and employee accreditation files while following county policies/procedures and guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES:
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in business or public administration or a related field and two years of responsible administrative experience; or master’s degree in business or public administration or a related field.
