- Coordinate with internal and external users, vendors, and Centers for Medicare & Medicaid Services (CMS) for gathering and documenting report requirements, coding, testing, and delivering reports.
- Responsible for all maintenance activities related to T-MSIS and CMS-416 federal reports, including working with vendor, developing automated testing platform, coordinating with other administrators, ensuring defects and issues are reported to vendor, and creating test cases, scenarios, and queries.
- Gather and document report or data pull requirements.
- Develop detailed report specifications and test, maintain, and enhance complex analytical and business driven reports or data sets.
- Perform code review and peer review.
- Design and create web-based reports for ProviderOne business users, researchers, policy makers, and the public.
- Automate report generation via SSIS packages or similar report automation tools.
- Conduct analysis on potential issues discovered by the Data Warehouse users.
- Work with vendors through daily or weekly meetings, frequent e-mail, and help desk tickets to solve complex system issues and problems.
- Coordinate and work with vendors to get issues resolved through established ProviderOne defect resolution process.
- Nine (9) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
- Associate degree or equivalent and
- Seven (7) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
- Bachelor's degree or equivalent and
- Five (5) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
- Master's degree or equivalent and
- Three (3) years of progressive professional IT experience in one or more of the following IT disciplines consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
- Three (3) years as a Journey level IT professional in state service.

Senior Data Quality Specialist (ITDM-SS/SPI)

This senior data manager performs critical high-level data quality work to ensure HCA provides data and reports that align with federal requirements. This position creates new processes, develops technical documentation, and reviews data for quality. The ideal candidate will bring team and/or project leadership experience into this role that works with multiple systems and partners to troubleshoot issues and create symbiosis in data quality efforts. About the division:
The Strategy, Policy, and Innovation division (SPI) of the Health Care Authority (HCA) is statutorily directed to study all state-purchased health care, alternative health care delivery systems, and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. The division is structured to provide expert direction, consultation, and support for these activities. SPI is responsible for driving policy design, development, and implementation of health reform, and health transformation activities and program development and refinements for all programs.
The Chief Data Office (DATA) team is within SPI to provide data, analytics, and decision support tools to support HCA's initiatives and programs. Personnel work to provide data management, governance, and data-driven decision support applications to improve decisions about clinical quality and health care purchasing.
About the position:
This position coordinates with internal and external stakeholder requirements for accessing claims and eligibility information from the ProviderOne Operational Data Store (ODS) and Enterprise Data Warehouse (EDW). Serves as the primary data analyst responsible for the current Transformed Medicaid Statistical Information System (T-MSIS) and CMS-416 mandated federal reports.
This position is responsible for maintaining good data quality standards of both the ProviderOne ODS and the EDW by reviewing design documents to ensure the warehouses are functioning properly, identifying any potential issues, providing recommendations to implement the best technical solution, and executes ProviderOne release testing. This position performs data analysis, develops analytical and business reports using SQL Server Reporting Services (SSRS), interface development for data exchange using SQL Server Integration Services (SSIS). The position also writes complex Oracle SQL code for ad-hoc data pulls, ad-hoc queries, Public Disclosure Requests (PDR), and Washington State Institutional Review Board (WSIRB) research requests, just to name a few.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Design, develop and maintain reports and reoccurring data requests using SQL Server Integration Services (SSIS) or Data Visualization tool.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
