      Department Description

      The Technology division manages and supports all aspect of technology delivery across the Bank, from maintaining critical systems that underpin the UK economy, to providing big data analytics, implementing comprehensive cyber security programmes, and introducing innovative solutions in support of a digital workplace.

      Technology’s key objective is to support all other areas of the Bank in achieving our collective mission to promote the good of the people of the UK by maintaining monetary and financial stability. This is achieved through the delivery of appropriate, high performing, resilient solutions and information services across the organisation and externally.

      The Delivery Manager role sits within the Delivery team in the Finance Systems Solutions (FSS) domain. The Finance Systems Solutions (FSS) domain is responsible for delivering and continuously improving a portfolio of technology services that support the running of the Banks critical banking and financial processes. The services provided are vitally important to the bank discharging its core mission and must be changed and operated in a way that ensures availability, performance, data integrity and a high level of security.

      Summary of Role

      The Delivery Manager will be responsible for the delivery of project work, or a work package within a programme (led by Lead Delivery Manager) related to systems where Finance Systems Solutions (FSS) have been identified as the lead Domain. This will also include the co-ordination and delivery of dependent changes being made by other Domains.

      There will also be times where the Delivery Manager will act as a Project Manager on minor projects that are run from within the Domain.

      The Delivery Manager role will cover all aspects of delivery from initial discovery/feasibility through to delivery into live, ensuring project objectives are met within timescales, cost and quality constraints and in accordance with the agreed standards and methods.

      The Finance Systems Solutions (FSS) Delivery Manager will report directly to the Finance Systems Solutions (FSS) Delivery Lead. The Delivery Manager will also be an active participant of the delivery management community focused to developing agile ways of working within the domain.

      Key responsibilities:

      • Act as servant leader to squads to remove impediments to ensure teams are focused on delivery
      • Delivering projects that FSS are involved in on time and to cost whilst following the appropriate framework
      • Building and maintain stakeholder relationships with various domains and business users
      • Actively participating and promoting Agile ways of working/framework
      • Matrix manage people or teams that have been assigned to delivery teams
      • Providing input to objectives, appraisals and development plans for indirect reports performing FSS Project work
      • Acting as Project Manager on FSS minor projects including securing funding as well as overall responsibility of appropriate frameworks

      Essential Skills/ Competencies

      • Experienced in the full systems/software development life cycle, including selection of the appropriate methodology to deliver successfully through each stage
      • Proven track record of planning and delivering major, minor and small change using appropriate delivery management methodology, learning and iterating your approach in order to react to evolving challenges
      • Proven to be adept at identifying and securing resource supply
      • Previous experience project/programme budgetary and financial management
      • Proven track record of working well under pressure with clear, logical thinking in challenging situations
      • Strong customer focus and an excellent ability to manage customer relationships; working with the team to understand technical solutions and effectively communicate this to a wider audience
      • Positive leadership, employee engagement and motivation
      • Proven track record of being able to work on multiple in-flight projects at the same time, ensuring all are completed to a high standard
      • Good working knowledge of Jira & Confluence or similar packages

      Technical Skills and Requirements

      • Knowledge of Agile and other industry wide initiatives that promote quality and process improvement.
      • Experience of working with/matrix managing an Application Development, Application Support or Infrastructure Delivery teams
      • Experience in resource and workload management
      • Experience in budget control
      • Experience of managing third parties and outsourced services
      • Industry awareness to identify improvement opportunities and implement them across the services and processes incorporated within the domain
      • General knowledge of all areas of IT Application and Infrastructure.
      • Desirable - Good working knowledge of the mission of the Bank of England and the part Technology plays.

      Salary and Benefits Information

      This specific role offers a base salary of circa £47,220 - £59,850 per annum (depending on skills and experience) on a full-time basis. We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

      In addition, we also offer a comprehensive benefits package as detailed below:

      • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
      • A discretionary performance award based on a current award pool.
      • A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. (Note that from April 2023 and for the Benefits year 2023/24, this will increase to 8%)
      • 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits.
      • Private medical insurance and income protection.

      National Security Vetting Process

      Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
