Job Description

- Identifying new opportunities for residential development, including the undertaking of feasibility studies, both on the council’s own land and by facilitating partnerships with other landowners including Housing Associations.
- Delivering a successful social value agenda on all projects with meanwhile use, placemaking, resident engagement, affordable housing and sustainability workstreams at its heart.
- Delivery of new affordable homes on the council’s land via both inhouse directly delivery and development partnerships, with a focus on maximising the number of social rent homes delivered and the level of grant/funding secured to support their delivery.
- Leading on the council’s estate renewal/regeneration projects including the undertaking of options appraisals, commissioning and managing external masterplanning teams, facilitating resident ballot processes and ensuring the smooth delivery of any resulting redevelopment for Council. A strong commitment to resident engagement and consultation via implementation of both the Key Guarantees – the council’s rehousing offer to residents whose homes are due for demolition – and our new Estate Renewal Resident Engagement Framework is also required.
- Leading, facilitating and engaging with other internal stakeholder teams to ensure the smooth delivery of the projects over the development cycle including procurement, democratic services, governance, communications, finance, legal, housing management and property services.

About the Team:
These posts will sit within our Housing Delivery Team. The Housing Delivery Team is responsible for achieving the council’s ambition to increase the supply of genuinely affordable housing for residents who need them by 2030 via the New Homes Programme.

About the Role:
We are seeking to appoint three Senior Development Managers to lead a portfolio of development and estate regeneration projects on the New Homes Programme, leveraged through assets owned by the Council (or in partnership with other landowners/agencies).
The Senior Development Managers will be responsible for leading the development projects from feasibility stage, through investment approval, site assembly, supply chain/partner procurement, statutory approvals and on-site delivery, in order to deliver much need affordable homes for residents. They will be responsible for managing internal and external teams and stakeholders as they do so. They will also be required to have a detailed understanding and relevant experience of leading public sector procurement processes across direct delivery and development partner strategies.
As well as the duties outlined above, the Senior Development Manager (Estate Regeneration) will be required to lead on the delivery of a number of Options Analysis exercises on selected estate regeneration sites to HM Treasury Business Case Standard. They will also have experience of engaging with residents through the Residents Ballot process and facilitating development partners on estate regeneration projects over the development cycle to deliver new affordable homes.
To be considered for interview, your CV and supporting statement will clearly evidence:
Commercial acumen and experience leading complex development and regeneration projects in a local government and/or private sector context.
Experience of promoting and implementing place based renewal through direct delivery, land assembly and partners procurement strategies, ideally with experience of leading the procurement of development partners for strategic development opportunities.
Experience of delivering projects with a strong social value agenda including resident engagement and consultation, affordable housing, meanwhile use, sustainability and placemaking workstreams.
Experience of commissioning, leading, motivating and managing multidisciplinary teams and internal stakeholders to delivery complex development projects.
In terms of core behaviours, we are looking for individuals with the ability to takes ownership, be proactive and own personal objectives and to work collaboratively to develop relationships with colleagues, partners, and customers.
