Directs the establishment, execution and continuous improvement of frameworks, processes, tools and models for conducting strategic research and analysis .
Oversees vendor relationship and performance management with external research providers .
Keeps abreast of trends in the business environment, developments in the strategic planning discipline and other factors impacting SGI’s strategic direction and strategy development.
Oversees strategic research that aids senior leadership and the Board of Directors in setting strategic direction and responding to industry and environmental pressures .
Ensures comprehensive data and insights inform the development and review of corporate and business strategies in alignment with Crown sector strategic priorities .
Oversees the collection, analysis, and reporting of stakeholder insights to inform strategic decision making and improve the experiences of customers, partners, and employees.
Support s strategy development , planning and decision-making process es by directing strategic analyses, with focus on in-depth understanding of stakeholder needs, competitor actions, environmental trends and core competencies .
Ensures strategic insights are communicated to relevant stakeholders (internal and external) in a way that creates business acumen and awareness , informs business strategies and supports decision making .
Ensures the development and implementation of SGI’s target operating models is supported by industry research, best practices, benchmarks and other insights .
Directs the establishment, execution and continuous improvement of SGI’s strategic performance governance framework to ensure clear ownership of strategic KPIs, accuracy and transparency of performance results and data-informed strategies .
Leads execution of the corporate balanced scorecard and strategic performance frameworks, ensuring line of sight from operational KPIs through strategic KPIs and balanced scorecard measures .
Directs the establishment of an analysis and reporting platform for strategic performance in collaboration with the Data Office and key internal and external data sources .
Oversees development of long-term targets and multi-year forecasts that are considerate of industry benchmarks, past strategic performance, business assumptions and planned initiatives .
Key participant in the Benefits Realization Committee, ensuring that strategic benefits are registered, measured, reported and serve as an input to strategic decisions and planning .
Ensures that strategic performance dashboards produce insights centered around strategic business problems, opportunities, activities and decisions.
Ensures business assumptions are documented and maintained so that balanced scorecard and strategic performance variances are linked to a change in assumption or business environment .
Supports the adoption of experience practices through the development and implementation of metrics to measure performance and determine the impact of experience improvements .
Oversees the establishment of performance t hresholds / triggers for escalation to determine if business mitigations or a change in strategy or plans is required .
Supports development of business cases and financial models used for various purposes, including product management, business development activities, sales, business agreements with external parties, etc.
Collaborates with Strategy & Planning to develop annual performance objectives that align with corporate and business strategies and Crown sector strategic priorities .
Oversees communication plans that drive awareness of and alignment with Crown sector, corporate and business strategic KPIs .
Acts as the Corporate Strategy data steward , leading establishment of the single standard source of truth for their data domain and ensuring consistent data management processes in alignment with the Data Stewardship Operating Model .
Collaborates with Finance and Enterprise Risk Management to ensure that strategic research and performance frameworks and processes integrate with financial and risk management practices .
Collaborates with other divisions and departments with a strategic performance function to ensure an integrated approach to processes and outcomes (CEO and executive performance objectives , salary holdback plans, strategic portfolio prioritization , etc. ).
Direct s Corporate Strategy i nformation management activities, acting as the custodian of strategy artefacts and ensuring that they are made accessible in alignment with stakeholder needs and information management policy .
Builds a high performing workforce by actively leading human resource activities.
Ensures development of divisional succession plans.
Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with employee performance development and career development plans.
Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training and developmental opportunities.
Ensures programs and policies are in alignment with corporate, strategic and divisional strategies .
Manages risk in area of authority.
Prepares, reviews, manages and/or approves departmental/divisional budgets.
Prepares decision requests, decision and/or information items and/or SGI board items.
Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements .
Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities.
Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority.
Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control and communicates the importance of internal controls to staff.
A four-year degree from an accredited post-secondary institution in a relevant field of study such as business , finance or public policy.
Twelve years of experience comprised of e ight years of progressively challenging leadership experience and f our years working in strategy formulation , corporate governance or strategic/ organizational performance management .
Balanced Scorecard Professional , KPI Professional, or other related certification .
Knowledge of research techniques and effective compilation of reports.
Knowledge of tools and techniques for strategic analysis and insights generation.
K nowledge of strategic planning processes, alignment and measurements.
Knowledge of Crown corporation governance and governance processes.
Knowledge of the services provided by the corporation, government and partner agencies, including knowledge of the operations of C rown I nvestments C orporation , Cabinet, Caucus and related committees.
Knowledge of the insurance industry across multiple jurisdictions .
Knowledge of driver and vehicle regulation across multiple jurisdictions .
A bility to think strategically, identifying problems/threats, analyzing risks and assessing outcomes related to potential solutions.
Ability to produce business insights informed by data in a way that they can be consumed and actioned .
A bility to prepare and deliver effective presentations , facilitate discussion and achieve alignment .
Ability to write clearly, concisely, persuasively and targeted to the appropriate audience .
Ability to balance shareholder interests with business strategy and negotiate mutually beneficial outcomes .

Pay Range: $137,715 - $183,633

General Accountability
Leads strategic research and performance capabilities to inform SGI’s corporate strategy , business strategies , strategic plans and decisions . Liaises with senior leadership to understand strategic imperatives , problems and opportunities that would benefit from strategic insights and makes insights available in a way that drives action . Leverages internal and external data (including industry benchmarks) as a key input to ongoing strategy development , planning and execution as well as the establishment and measurement of strategic KPIs . Directs the strategic performance management governance framework (including the c orporate b alanced s corecard) to create clear accountability for results and provide visibility to key internal and external stakeholders such as SGI’s Executive Leadership Team, Board of Directors and the Crown Investment s Corporation.
