      We're hiring a S enior Manager, Marine Maintenance for the Port of Portland!

      We're seeking a skilled and motivated senior manager to join our marine maintenance operations. The ideal candidate will have a strong background in marine maintenance and repair, with the ability to have a business mindset in budget and planning. This role is crucial to ensuring the operational readiness of our marine facilities and professionals.

      Your role: You'd manage maintenance functions for marine operations, facilities, and properties. This includes budget development, staffing requirements, and long-range maintenance planning. This role also touches on negotiation and administration of the District Council of Trade Unions (DCTU) labor agreement.
      • Understanding of all programs, operational requirements, and systems related to the full breadth of maintenance functions for the Trade & Economic Development division.
        • Extensive knowledge of construction practices including the needs of the operating division.
        • Thorough understanding of state and federal laws and regulations related to marine terminal maintenance, safety and environmental.
      • Responsible for strategic projects/initiatives, key customers, and associated issues which may become very complex and are critical to future terminal development and associated revenue growth.
        • Determines financial feasibility and develops long range plans for capital needs.
      • Maintain a thorough knowledge of labor contract negotiations with a primary responsibility in the maintenance needs with the negotiations.
        • Including a good understanding of the International Longshore and Warehouse Union (ILWU) contract and how the DCTU contract blends with that agreement.
      • Represents the department at industry related functions.
        • Provides leadership/management to a large, complex operation through direct supervisors/managers.
      • Thorough understanding of Port financial policies related to operating and capital budget planning.
      Education and experience:
      • Bachelors degree in business, planning, and/or related field.
      • Minimum ten (10) years of maintenance management with five (5) years of managing a large maintenance facility; or, a combination of education and/or work experience.
      • Maintain a valid state driver's license is required.
      • Must successfully pass a comprehensive background check.
      • Ability to obtain and maintain a Transportation Workers Identification Credential (TWIC) from the Federal government is required. All licensing fees will be reimbursed by the Port of Portland.

      • Experience with negotiation practices and techniques.
      • Develop and present proposals to senior management or commission related to future business opportunities.
      • Identify and communicate priorities.
      • Manage the balance of customer service and financial goals.
      SELECTION PROCESS (subject to change):
      1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of July 28, 2024.

      2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.

      3. Our goal is to schedule first interviews with candidates that successfully passed the SME evaluation step the week of August 12, 2024.
