What to Expect (Job Responsibilities):
- Lead project financing for multifamily housing development projects that benefit Saint Paul residents
- Evaluate project proposals, underwrite loans, and negotiate terms for projects requiring City assistance
- Provide guidance on development strategy, policy, and logistics to other staff members
- Collaborate with community organizations, government entities, elected officials, and developers on real estate projects
- Utilize various housing finance tools to produce, preserve, and protect housing in the city
What is Required (Qualifications):
- Bachelor's Degree in Urban Planning, Economics, Finance, Real Estate, Marketing, Communications, Public Administration, Business Administration, Management, or a related field
- Two years of experience as a Project Manager or four years in development project management
- A combination of education and experience totaling six years or more may qualify
- Experience with local and/or federal funding sources such as CDBG, HOME, TIF, or LIHTC
- Strong analytical skills in evaluating financial and real estate data, including budgets and pro forma analysis

- Experience applying equity principles in housing development work
- Familiarity with housing policy influences on racial equity in the United States
- Proven ability to negotiate complex project financing agreements
- Knowledge of community development strategies and real estate markets
- Strong communication and collaboration skills with diverse stakeholders
