      Main Purpose and Function

      The Strategic Lead, Seniors acts as the lead driving strategy, policy, and specific initiatives related to the City’s approach to supporting Vancouver’s seniors, and ensuring the City is planning for and delivering an age-resilient City. This position is the City’s in-house subject matter expert concerning the 60+ years age demographic – providing expert advice to the City, community partners and local community agencies, and driving related policy and initiatives. In addition, they serve as the key City liaison with key stakeholders for this demographic.

      The position provides leadership concerning the City’s strategic initiatives related to seniors, and serves as a strategic advisor on this topic to City senior executives, staff, and elected officials. Many of these initiatives are high-profile, complex, and involve a broad range of stakeholders.

      The Strategic Lead, Seniors is a member of a small, agile team that provides sophisticated strategic, business, policy and financial advice to City staff and senior management on a broad range of projects and initiatives. The incumbent must posses a sophisticated skillset and experience in stewardship and management of complex, high-profile files that include relationships with senior executives, elected officials, external stakeholders, other orders of government and community partners.

      Key Contacts and Reporting Relationships

      Key reporting relationships for the Strategic Lead, Seniors:

      • The position reports to the Director, Business Planning and Project Support Office (BPPS).
      • At various times the incumbent is at the same time be accountable to various time-bound executive steering committees that are stood up to oversee specific projects or initiatives.

      Key working relationships for the Strategic Lead, Seniors include:

      • The Strategic Lead, Seniors serves as the primary staff support person for any seniors-related advisory committees and/or task forces that are established by City Council.
      • As the work of this position is project-based, the incumbent has wide and varied contact with the City’s management and senior executive, as well as with operational staff. The position works with the City’s senior executives, management, technical staff, and advisory bodies, as well as with elected officials and their staff.
      • The position works with and is required to influence a very large range of people external to the City, including provincial and federal government staff, and public sector, private sector and non-profit entities.
      • Consulting with, engaging and liaising with community stakeholders is also a key aspect of this role.
      • The Strategic Lead, Seniors supports the City Manager’s Office in working with a broad range of external and internal stakeholders and partners to develop and support strategic approaches to critical and cross-cutting issues.

      Specific Duties/Responsibilities

      • Develop, advance and maintain over time a portfolio of initiatives relating to Vancouver’s 60+ years age demographic, based on the priorities of City Council and the City’s senior executive, using a set of criteria including community impact and value for money.
      • Develops and supports the implementation of strategic initiatives to support seniors and develop an age-resilient City, in consultation with a broad range of internal and external partners and stakeholders.
      • Subject matter expert concerning Vancouver’s 60+ years age demographic, providing specialty advice to the City’s senior executive, City Council, and operational leadership, and to community partners and local community agencies.
      • Serves as the primary liaison representing the City concerning matters relating to the seniors demographic in Vancouver, in relationships with the public sector, private sector, non-profit, community stakeholder and/or academic organisations.
      • Support for the development of a 60+ age demographic policy, advocacy and service delivery lens to be applied to decision-making across the City to ensure the needs of seniors are addressed.
      • Serve as the primary staff support person for any seniors-related advisory committees and/or task forces that are established by City Council.
      • Manages complex policy and strategy issues related to seniors, including but not limited to creating and updating policies and strategies to address the needs of the 60+ years age demographic in Vancouver.
      • Research and analyze demographic and related data to determine the needs, gaps in service and opportunities for future planning for the 60+ years demographic.
      • Manages internal cross-departmental teams to deliver on strategic goals and specific initiatives, including complex project management, policy, governance and stakeholder management.
      • Leads the development and implementation of strategic, operational and project plans for strategic initiatives that would affect a diverse range of the City’s operational areas.
      • Evaluates seniors-related project and service proposals, leads negotiation of complex business terms where relevant.
      • Responsible for developing and managing project budgets.

      Minimum Qualifications Requirement

      Education and Experience

      • Degree in Gerontology, Business, Public Administration, or related, and a ideally eight years' experience working in a corporate or institutional environment at an intermediate or senior level, with increasing responsibility for complex strategy, project management and partnership development work, or an equivalent combination of education, training and experience. Advanced degrees preferred (Masters or PhD).
      • Substantial experience advising on and/or working in policy development and implementation related to populations of older adults.
      • Significant experience working directly with senior management, boards of directors or other governance bodies, and ideally, elected officials and their staff.
      • Experience working collaboratively with different levels of government, community members and organizations
      • Experience related to community engagement in complex stakeholder environments.

      Knowledge, Skills and Abilities

      • Extensive knowledge of the aging continuum and 60+ demographic including relevant research, policies, programs and community initiatives. This includes a strong understanding of the diversity of the seniors demographic, and the intersectionality of the issues facing Vancouver’s seniors.
      • Leadership skills, balancing independence, initiative and decisiveness with good judgement and a collaborative approach.
      • Strong facilitation and convening skills, with the ability to bring together people with a diverse set of interests, styles and areas of expertise, and align them toward a unified goal.
      • The ability to inspire people to effectively and efficiently drive to results, using sophisticated indirect influencing skills.
      • Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities, and knowledge of project management methodologies.
      • Superior written communication, verbal communication and presentation skills, as well as a high level of competency in office productivity tools and technology.
      • Strong analytical and problem-solving skills that can be applied to complex, multi-faceted issues, with the ability to think objectively and innovatively, and to present solutions in clear and compelling terms.
      • Business, intergovernmental, and stakeholder relationship management skills.
      • Project planning and project management skills.
      • Ability to manage and resolve issues based on a thorough analysis and make recommendations to executives and senior management.
      • An aptitude for and interest in learning about a wide variety of topics.

      Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

      The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
