Job Description

- Engage stakeholders to understand business requirements.
- Develop, recommend and implement subcontractor procurement and management strategy.
- Operate as the “project manager” to ensure initiatives are completed on schedule.
- Ensure that procurement initiatives are completed in accordance with corporate sourcing policies and procedures, and that the resulting contractual agreements are compliant with BGIS contractual framework.
- Liaise with Human Resource, Risk Management, Legal Counsel, and Finance departments as needed.
- Manage end-to-end competitive bid process for supplies (consumable, material and equipment) and subcontractor network development.
- Manage auctioning and reverse bidding of janitorial services.
- Negotiate with subcontractor to secure best-in-class pricing and maximizing profitability for the business.
- Lead the negotiation, development, implementation, and monitoring of subcontractor contractual agreements.
- Liaise with P2P team for purchase order management and invoice handling.
- Assist Operations team with escalation, day-to-day operational challenges and dispute resolution.
- Manage supplier and subcontractor onboarding, setup in BGIS ERP system and ongoing management of subcontractor information changes.
- Ensure that subcontractors are compliant with requirements including, but not limited to, security clearances, tax registrations, business licensing, WCB, liability insurance.
- Ensure compliance documentation are managed and tracked within BGIS’s compliance monitoring portal.
- Ensure that BGIS Health, Safety and Environment Policies and BGIS Supplier Code of Conduct standards are adhered to throughout the supplier and subcontractor work.
- Conduct periodic audits and site inspections to ensure that supplier and subcontractor is fulfilling contractual obligations.
- Develop and maintains effective relationships with suppliers and subcontractors.
- Lead the identification and implementation of performance metrics to measure supplier and subcontractor performance.
- Lead the identification and implementation of supplier and subcontractor sustainability program.
- Monitor and report on the performance of procurement initiatives and major services agreements.
- Analyze performance results and identify continuous improvement business process and sourcing opportunities to support corporate operational excellence goals and objectives.
- Maintain in-depth and up-to-date knowledge of janitorial industry and strategic sourcing best practices.
- Provide category and strategic sourcing subject matter expertise.
- Develop and maintain standard templates for strategic sourcing documentations including but not limited to contract agreements, scopes of work, service level agreements, and letters of agreements.
- Actively participate and contribute to continuous improvement projects.
- Special projects as assigned.
- Minimum of 5 years of relevant job experience.
- In-depth knowledge of janitorial industry, union relations, cost drivers and labour market trends.
- Strong business acumen and financial knowledge of janitorial bids and estimation.
- University graduation or professional certification (e.g. SCMP, CMA, CGA or equivalent courses) or equivalent experience.
- Computer proficiency in MS Office/365 applications.
- Procurement and contract management experience.
- Strong negotiating and influencing skills.
- Excellent communication – written, oral, presentation skills.
- Strong focus on Supplier Relationship Management.
- Demonstrated ability to translate strategic intent into tactical action plans, delivery, and measurable results.
- Strategic thinking ability, tactical implementation ability.
- Excellent analytical and problem-solving skills.
- French language proficiency would be considered an asset.

SUMMARY
The Strategic Procurement Manager is accountable for the procurement of supplies, equipment and subcontractors supporting the delivery of janitorial services under BGIS Sustainable Cleaning Solutions. This includes development of material/equipment suppliers and subcontractor network including onboarding and vendor management.
Specific responsibilities will involve, but are not limited to, category planning and delivery, strategy development, leading opportunities assessments, competitive bids, subcontractor performance measurement and management, subcontractor contract development and implementation. In addition, the individual in this role is also accountable for identifying and implementing leverage opportunities across all accounts and achieving greater efficiencies and cost savings in delivery for janitorial services.
