- Educated to Degree Level or significant equivalent experience
- Higher level management qualification at Masters level in business (MBA) or equivalent.
- Business Case development qualification e.g. Better Business Case Practitioner
- Improvement methodology qualification (or demonstrable previous applied experience), e.g. QSIR Advanced IT skills in MS Project, Excel, PowerPoint and Office
- Significant experience at senior manager level in the NHS working at acute hospital setting / complex healthcare environment.
- Experience of business case development for large or complex capital projects including proven experience in writing business cases
- Experience of working horizontally across organisations, influencing staff at all levels to work towards goals when there is no direct control or reporting line
- Significant planning experience within a large acute trust
- Strong ability to writing high level briefings and papers to senior managers and committees at pace
- Ability to receive, interpret and communicate highly complex and contentious information where there are barriers to acceptance.
- Excellent presentation skills to present a range of concepts and analysis to senior managers, Directors, senior clinicians and externally to the trust to professional in the wider health community. Must be able to manage varying levels of understanding.
- Ability to develop credible relationships with key stakeholders both internal and external
- Demonstrate a creative approach to problem solving. Is proactive, utilising intelligence to support proposals
- Ability to demonstrate a high level of skill in analysis, conceptual thinking, and integration of ideas, abstract thinking and creativity is demonstrated by self and valued in others.
- Sophisticated organisation and planning skills that enable complex work programmes to be delivered to prescribed timescales.
- Ability to sustain high workload through times of service and organisational pressure oGood time management, efficiency, the ability to meet deadlines and work with minimal supervision.
- Must have the ability to use a keyboard, Microsoft applications and IT systems
- Ability to use the Microsoft Office software package to a sufficiently high level that personal efficiency and effectiveness are enhanced and good communication is facilitated.

The Strategic Programme Manager will provide high level programme management to the Trusts Investment Programme, leading the development of the capital and revenue plans required to deliver the Trust's Annual Plan and long term Strategy. The post holder will play a key role within the Trust's Strategy team offering programme management support across the annual planning process and for a number of high priority strategic projects, ensuring that best practice, standards, tools and techniques are in place. The post holder will provide expert advice on the development of Trust business cases for both internal and external approval, ensuring up to date knowledge around the NHSE and Treasury approvals process. The post holder will have excellent verbal and written skills, with the ability to draw strategic insights and clinical judgements to inform the development of our plans.
About us
This is a key position in which the post holder, under direction from the Head of Strategic Planning and Deputy Director of Strategy will be required to work collaboratively across the Trust with Clinical Leads, Heads of Service and other relevant staff in the development, implementation and monitoring of the Trust Investment Programme and Strategy implementation.
This post provides an excellent opportunity to be part of a key strategic team at a time of significant organisational progression.

The post holder will be based at City Campus, although home based working will be accommodated for part of the week, as we continue to implement a hybrid working model with our Strategy and Transformation Directorate.
