Title:
Task Order ManagerResponsible for the technical operation, management, and administration of the Research Operations and Integration (ROI) Task Order activities on the Human Health and Performance Contract (HHPC) for NASA/Johnson Space Center (JSC). The ROI Task Order Manager leads a team of scientists, engineers, and other professionals who define, integrate, and implement human research that requires access to space and flight analog platforms in order to reduce human health and performance risks for Exploration mission success. The Task Order supports the Research Operations and Integration Element of the Human Research Program. The Task Order Manager provides technical leadership, project management expertise, problem solving, decision making, and strategies to overcome obstacles. The Task Order Manager also maintains an exceptional customer relationship and must work effectively at all levels of the organization. This position will report to the HHPC Flight and Medical Operations Department Manager.
Job Responsibilities:
• Responsible for compliance with Safety, Health and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the Company's safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.
• Responsible for compliance with the Quality Assurance Plan, policies and procedures.
• This position requires an in-office presence according to HHPC and ROI requirements.
• Responsible for completing all assigned training.
• Must adhere to JSC expected behaviors, act professionally, and demonstrate the interpersonal skills required to maintain productive working relationships with co-workers and other members of the management team, and the customer.
• Provides technical leadership to the ROI team and mentors team members to be successful. Prepares and shapes the team to respond to the challenges of executing complex research on ISS and analog platforms as well as the challenges of adding the new Artemis platform.
• Develops and maintains an exceptional customer relationship
• Performs Project Manager functions for the Task Order:
o Ensures work performed is at a level of quality, schedule, and cost that is consistent with customer expectations and terms of the HHPC ROI Statement of Work (SOW) and best practices
o Oversees the planning, execution and completion of all deliverables in the scope of work.
o Ensures the scope of work is approved and meets all customer objectives
o Responsible for ensuring monthly best estimates and variance explanations are accurately completed and approved.
o Understands how to analyze work performance data (labor volume, labor rates, rate adjustments, etc.) to adjust forecasts and implement course corrections.
o Provides a weekly status report to the customer and FMO Department Manager
o Develops monthly status and budget performance reports and risk updates according to the HHPC business rhythms (MMR charts)
o Ensures project schedules are up to date to accurately reflect project work.
o Identifies and manages the resolution of issues affecting the Task Order, develops action plans and results, and shares status with customers and the HHPC Management Team.
o Ensures appropriate resources are assigned to Subtasks to meet customer and Task Order deliverables, budget, and schedule
o Leads the fiscal year Task Order planning activity by ensuring all requirements are defined from the customer perspective and deliverables and execution risks are accurately documented.
o Responsible for accurately forecasting Task Order needs for the future and providing those forecast inputs into the yearly NASA budgeting exercise (PPBE)
• Acts as the ROI Contractor Implementation Board (CIB) Chair to ensure CRs have comprehensive reviews and integrated responses and that CRs and other agenda items are reviewed before going to the customer CCB.
• Board member for the NASA ROI Configuration Control Board.
• Ensures processes are up to date and followed.
• Works with the appropriate Subtask Leads and HHPC teammates to select, interview, and hire personnel according to approved staffing plans.
• Perform personnel management activities: performance reviews, conflict resolution, problem solving, counseling, and mentoring.
• Other duties as assigned.Education/Qualifications:
Requires bachelor's degree in engineering or a related field and a minimum of 10 years oof related experience, with average experience of 15-20 years.

̶ Proficient in the following areas: resource estimating, scope definition and Statement of Work, Basis of Estimate development, HHPC Pricing tool
̶ Exceptional interpersonal, communication, presentation and consultation skills for confident interaction with senior management.
̶ Exceptional strategic planning, leadership and change management skills
