- Based in Suva, Fiji
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
- Improved systems are used by MHMS and health workers for evidence-based planning and resource allocation (workforce and budget), clinical care, digital health and medical supply chains; and
- Targeted healthcare facilities equitably deliver improved primary health services, with a focus on sexual and reproductive health and rights (SRHR) and non-communicable disease (NCD) services.
- Strengthen the quality, accessibility, equity, and sustainability of SRH services.
- Support gender equality, disability inclusion, and rights-based approaches across SRH programming.
- Contribute to national HIV outbreak management strategies and interventions.
- Build the capacity of health systems and health workers to deliver inclusive SRH services.
- Strengthen MHMS leadership on SRH work.
- Provide strategic advice to MHMS, AFHP and DFAT on national SRH priorities and policy frameworks.
- Strengthen service delivery standards, clinical guidelines, and quality improvement initiatives.
- Support design and implementation of gender-sensitive, disability-inclusive, and youth-friendly SRH services.
- Champion rights-based approaches in SRH, that enable equitable access for women, adolescents, LGBTQIA+ populations, persons with disabilities, and rural communities.
- Strengthen SRH service delivery at national and divisional levels, supporting the development and implementation of Minimum Service Standards in targeted facilities.
- Provide support to the delivery of improved and inclusive SRH services in AFHP’s targeted health facilities.
- Facilitate capacity-building activities, including training and mentorship for health workers, incorporating survivor-centred GBV responses and inclusive care principles.
- Promote integration of SRH services into primary health care and family health programs.
- Work with MHMS/FPBS and integrate SRH clinical products and consumables into national health supply chains and mSupply
- Provide technical advice to MHMS and AFHP on the HIV outbreak response and cluster management.
- Support the National HIV Outbreak and Cluster Response Taskforce (N-HOCRT) with strategic planning, coordination, and implementation of outbreak interventions.
- Assist in strengthening continuum of care for HIV patients, focusing on stigma reduction, treatment access, and inclusive services for vulnerable groups.
- Promote integration of HIV prevention, testing, and treatment within broader SRH services.
- Apply GEDSI analysis to SRH planning and programming, ensuring all activities reflect an understanding of intersectionality and do no harm principles.
- Support the collection and use of sex, age, and disability-disaggregated data to inform program design and quality improvement.
- Collaborate with OPDs, WROs, LGBTQIA+ organizations and other partners to co-design SRH interventions and ensure local leadership.
- Contributes to the development of SRH-related indicators for AFHP’s Monitoring, Evaluation, Reporting, and Learning (MERL) systems.
- Support the collection, analysis, and reporting of GEDSI-sensitive health data for SRH and HIV programming.
- Foster a learning culture by documenting and sharing lessons learned to strengthen GEDSI and SRH outcomes.

- Advanced university degree in Public Health, Medicine, Sexual and Reproductive Health, or a related field.
- Specialist training in SRH, HIV programming, or Health Systems Strengthening is highly desirable.
- Minimum 10 years of progressively responsible experience in SRH program management or technical advisory roles.
- Strong experience working with health systems in LMICs or Pacific settings, particularly in HIV, SRH, and primary health care.
- Demonstrated experience mainstreaming gender, disability, and social inclusion into health programs.
- Proven experience working with government health systems, development partners, and civil society.
- Expertise in SRH service design, implementation, quality improvement, and policy development.
- Strong skills in GEDSI integration, including rights-based, intersectional, and survivor-centred approaches.
- Excellent report writing, facilitation, communication, and negotiation skills.
- Ability to analyse health system data and apply it to program design and quality improvement.
- Commitment to gender equality, disability inclusion, and human rights.
- Strong strategic thinking and problem-solving skills.

Fiji Program Support Platform (FPSP)
Program Overview:
FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
AFHP Overview:
The Fiji Program Support Platform (the Platform) implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.
The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
The Australian Government is supporting Fiji’s health sector through the Australia Fiji Health Program (AFHP, the Program) working with the Ministry of Health and Medical Services (MHMS).
The program’s high-level End of Program Outcomes (EOPOs) are:
The funding for the program is approximately AUD 45million over 9 years (5 years, with an option to extend a further 4 years) and delivered through a range of activities (interventions) to achieve the program’s objectives where implementation modalities include technical advice, procurement of technical services and goods, minor works and infrastructure upgrades, capacity building and training support, support to Ministry led initiatives and innovations, and grants to civil society organisations (CSOs).AFHP is designed to support the MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans, and AFHP’s workplans are targeted to support specific components of the Ministry’s plans.
Recent natural disasters such as cyclones, and public health emergencies in Fiji including COVID-19 have highlighted major challenges for pandemic preparedness and response during epidemics and other health emergencies. In this context, around 10% of program funding will be allocated for MHMS to assign to emerging needs and priorities as they arise. Funding may be allocated toward preparedness and responses to public health emergencies, or related opportunities for reform and innovation.
Position Summary:
The SRH Specialist will provide high-level technical leadership and implementation support to improve sexual and reproductive health (SRH) outcomes in Fiji.
The position will work closely with the MHMS and AFHP teams to advance rights-based, gender-sensitive, and disability-inclusive SRH services aligned with national health plans.
The Specialist will also play a critical role in supporting the management of Fiji’s HIV outbreak through technical advice, support policy leadership, and coordination of partners.
