      Advanced Management Strategies Group (AMSG) is seeking a mid-level Technical Specialist to support program integration services for the U.S. Coast Guard under the Chief of Staff (CGCOS), in the Deputy Commandant for Operations (DCO), and Deputy Commandant for Systems (DCS).

      Location: Remote, Customer location - USCG Headquarters Building, DHS Campus, 2703 Martin Luther King Jr Ave, Washington, DC 20593

      Education: Bachelor's degree with 2 years' experience in the specialty or 12 years equivalent experience with 6 years in the specialty.

      Citizenship & Clearance Requirements: Applicant must be a U.S. citizen and hold an active Secret clearance

      Start Date: July 1, 2026

      Scope: The candidate will support a broad range of full life cycle management within the Inter/Intra Agency Agreement (IAA) arena and assist in the preparation, execution and management of the full life cycle of Interagency Reimbursable Work Agreements (IRWA's) and Assisted Acquisitions, including documentation requirements, UDO management, and performance & receipting requirements.

      The candidate will use a combination of, but not limited to the USCG Financial Systems Modernization Solution (FSMS) System, General Ledger (GL), Acquisitions Performance Management System (APMS), and U. S. Treasury's G-Invoicing system as well as being familiar with Intragovernmental (IGT) Buy/Sell transactions, appropriations law and various federal authorities governing IAA transactions, and current Department of Homeland Security (DHS)/USCG policy and procedures governing IAA transactions.

      Responsibilities:

      The Technical Specialist will manage the complete lifecycle of financial transactions between government agencies. The primary goal is to ensure all financial operations are efficient, compliant, and accurately reported.

      Key Responsibilities:
      • Transaction Management: Act as the lead contact for clients, guiding them through the entire process of intra-governmental agreements, from initiation and funding to performance tracking and final closeout.
      • Financial Oversight: Monitor transactions, oversee the receipt of goods and services, and manage and reconcile outstanding financial obligations to ensure records are accurate and up-to-date.
      • System and Data Integrity: Troubleshoot and resolve discrepancies within financial systems. Perform regular reconciliations to ensure data accuracy and integrity across platforms.
      • Advisory and Compliance: Provide expert advice to staff and program managers on financial policies, procedures, and best practices to ensure compliance and improve transaction efficiency.


      Qualifications and Experience:
      • Federal Finance Experience: Must have a strong background in federal financial management, resource management, or federal acquisition.
      • System and Platform Expertise: Experience with the U.S. Treasury's G-Invoicing platform is required. Familiarity with other federal financial systems (like ERPs).
      • Regulatory Knowledge: understanding of federal financial laws and regulations.
      • Core Skills: Strong analytical, problem-solving, and communication abilities.


      Ideal candidate will have:
      • Proven experience in a senior analyst or project management role, preferably within the federal government.
      • Strong project management skills.
      • Expertise in Microsoft Office, SharePoint, and the Power Platform.
      • Familiarity with integrating AI tools for data analysis.
      • Excellent communication, leadership, and analytical skills.
