      Peckham, Inc. - Capture Manager

      SUMMARY

      The Capture Manager will play a pivotal role in identifying, pursuing, and securing new business opportunities across both government (GovCon) and commercial sectors for our Contact Center Solutions (CCS) social enterprise. This position manages the full capture lifecycle—from opportunity identification through proposal submission—ensuring alignment with Peckham’s mission to create employment opportunities for individuals with disabilities and other barriers to employment. The ideal candidate will bring a strong background in federal and commercial proposal development, including experience leading Color Team Reviews, leveraging business intelligence tools, and applying industry best practices such as Shipley or APMP methodologies.

      MAIN DUTIES AND RESPONSIBILITIES

      • Identify and qualify new business opportunities in both federal government and commercial markets that align with Peckham’s mission and capabilities.
      • Develop and execute comprehensive capture strategies, including win themes, competitive positioning, and pricing strategies.
      • Lead the entire proposal development process, including kickoff meetings, solutioning sessions, writing/editing, and final submission.
      • Manage and facilitate Color Team Reviews, ensuring actionable feedback is incorporated and recovery plans are executed to improve proposal quality and compliance.
      • Analyze RFPs, RFIs, and Sources Sought notices to develop annotated outlines and compliance matrices.
      • Collaborate with cross-functional teams (IT, operations, HR, finance) to develop compelling, compliant, and customer-focused proposals.
      • Utilize business intelligence tools such as GovWin, BGov, SAM.gov, and commercial platforms like ZoomInfo or LinkedIn Sales Navigator to track opportunities, analyze competitors, and inform pursuit strategies.
      • Maintain and update proposal artifacts including past performance, resumes, and boilerplate content.
      • Coordinate and lead debriefs and lessons learned sessions to drive continuous improvement in capture and proposal processes.
      • Represent Peckham at industry events, procurement briefings, and networking opportunities to build relationships and gather market intelligence.

      OTHER DUTIES AND RESPONSIBILITIES

      • Maintain accurate records in CRM and proposal tracking systems.
      • Support the development of training materials and internal process documentation.
      • Mentor junior staff and contribute to proposal process improvement initiatives.

      MINIMUM QUALIFICATIONS

      • Bachelor’s degree in Business, Marketing, Communications, or a related field.
      • Minimum of 5 years of experience in capture management, proposal development, or business development, with a focus on both federal and commercial sectors.
      • Demonstrated experience leading Color Team Reviews and managing complex proposal efforts.
      • Strong understanding of federal procurement regulations (e.g., FAR) and proposal best practices (e.g., Shipley, APMP).
      • Excellent written and verbal communication skills, with the ability to craft persuasive and technically sound proposal content.
      • Proficiency in Microsoft Office Suite, SharePoint, and proposal management tools.

      PREFERRED QUALIFICATIONS

      • APMP Foundation or Shipley certification (or equivalent training).
      • Experience with GovWin, BGov, SAM.gov, and commercial BI tools.
      • Familiarity with contact center operations and technical support services.
      • Experience with video/oral proposals and live demonstrations.
      • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
