      ABOUT THE WORK UNIT

      The Colorado Department of Public Safety (CDPS) Human Resources office exists to provide human resources services to the general public, applicants, managers, and employees of CDPS. Consultation services include benefit administration, time and leave
      management, compensation consultation, employee relations, exam development, HR policy and compliance, job analysis, job evaluation and classification, organizational development, new employee orientation and onboarding, employee and labor relations, performance management (PMP), interpretation of CDPS HR policy, state personnel rules, state and federal employment laws, progressive discipline, records management, recruitment, responding to grievances, appeals, charges of discrimination, reorganization matters, retention, selection and selection appeals, worker’s compensation, settlement advice, strategic planning and overall HR guidance to CDPS managers, supervisors, and employees.

      The position is a part of the Recruitment, Selection and Compensation team is focused on recruiting, selecting and retaining the best talent for CDPS. Our team provides advice and consultation to CDPS hiring managers and appointing authorities from developing the position description to determining the best hiring process and shepherding applicants and managers through the recruitment and selection process.

      WORK ENVIRONMENT

      Typical work hours 8 am-5 pm, Mon-Fri
      Flexible work place arrangement possible, with at least two days in the office per week.

      DUTIES
      • Position forges and maintains professional, productive relationships with customers/colleagues. Guides and coaches appointing authorities through all phases of the hiring process, meets or surpasses the customer service performance metrics established for this professional activity, including timelines, accuracy of documentation, monitoring, and meeting deadlines.
      • Contributes to the CDPS Equity, Diversity and Inclusion Plan deliverables and goals, focusing on EDI implementation in recruitment and selection practices.
      • Develops job analysis and collaborates with appointing authority or designee to identify, determine and rate competencies, skills, abilities, and knowledge required to successfully perform job duties.
      • Interpret and explain human resources policies, procedures, laws, standards, or regulations.
      • Reviews employment applications, informs job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.
      • P repares job announcements and advertisements and identifies effective recruitment strategies.
      • Independently determines best assessment exams, develops exam materials for oral, performance, and assessment devices. Administers comparative analysis processes applying best practices in equitable hiring.
      • Promotes CDPS careers through a variety of social media, virtual and in person events. Sources qualified job candidates, using sources such as computer databases, networking, Internet recruiting resources, media advertisements, job fairs, recruiting firms, or employee referrals.
      • Designs, selects, and adopt practices that streamline human resources selection processes.
      • Applies position control practices department wide.
      • Analyzes recruitment results including exam impacts to applicant demographics to make suggestions for improved recruitment methods for positions that prove to be difficult to fill.
      • Position provides a full range of job classification and evaluation duties. Serves as a consultant in guiding appointing authorities or their designees through all phases of the job classification/evaluation process.
      • Assesses customer's level of knowledge, experience and comfort in understanding the Position Description process.
      • Consults with appointing authority or designee and conduct necessary research to thoroughly understand the customer's business needs and the essence of the specific position, its functions and how it contributes to the agency's mission.
      • Partners with customer/colleagues to develop, create and/or update position descriptions. Learns to provide appropriate level of service/guidance/training to ensure appointing authority or designee creates a meaningful job description in and effective and efficient manner. Ensures the outcome results in a solid work product.
      • Evaluates position and chooses proper classification.
      • Participates in professional development, training and process improvement opportunities, department orientation and events. Assists with data analytics. Works towards state certifications in selection, job evaluation and personal services.

      MINIMUMUM REQUREMENTS

      Six years of professional human resources experience that demonstrated a successful track record of recruitment and selection activities that included sourcing, qualifying, and assessing candidates to fulfill current and forecasted staff requirements.

      OR

      Bachelor's degree from an accredited institution in any field and two years of professional professional human resources experience that demonstrated a successful track record of recruitment and selection activities that included sourcing, qualifying, and assessing candidates to fulfill current and forecasted staff requirements.

      OR

      Advanced degree from an accredited institution in any field and one year of professional professional human resources experience that demonstrated a successful track record of recruitment and selection activities that included sourcing, qualifying, and assessing candidates to fulfill current and forecasted staff requirements.

      PREFERRED QUALIFICATIONS (NOT REQUIRED)
      • Knowledge, comprehensive understanding, and application of theories, principles, and best practices of human resource management in the areas of recruitment, selection and classification.
      • Development and application of creative solutions to HR issues.
      • Knowledge and experience with latest recruiting tools and assessing applicant qualifications.
      • Ability to partner with other professionals, managers and staff to find acceptable solutions within established law, rules and procedures.
      • Knowledge and application of the rules of Colorado's Personnel System, current state PCP certification(s) or ability to obtain within 12 months of hire, preferred.

      Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.

      CONDITIONS OF EMPLOYMENT

      Requires successful completion of a background investigation that will consist of fingerprint based criminal history search, reference checks and a polygraph.
