- Provide oversight, support, and guidance to Specialists with their daily activities to ensure the technical quality, accuracy, and timeliness of working papers.
- Initiate Outreach to Subrecipients that are nonresponsive to the Specialist(s) attempts to obtain documentation.
- Provide support and guidance to the Specialist(s) in the review and analysis of Subrecipient provided documentation and questionnaires, as necessary.
- Perform quality assurance review on required tools and reports prepared by the Specialist(s).
- Provide support to the Specialist during the onsite Monitoring Meetings, as necessary.
- Ensure the Specialist has uploaded all documentation into the COR3 System of Record.
- Keep Compliance Lead and Operations Manager informed on progress, challenges & resolutions.
- Research and review relevant regulations and policies, as necessary, that support recommendations and findings.
- Provide technical expertise and assistance to analysts and subrecipients relating to Public Assistance, Grants, federal regulations, and DRS concerns, procedures, protocols, and challenges.
- Optimize procedures and maintain team communication and focus.
- Review updates made by the team to the client system of record to document visits, meetings, challenges, and proposed solutions.
- Bachelor’s degree in business administration, Finance or Accounting
- 5+ years’ experience in financial quality assurance reviews.
- 3+ years’ experience in Federal or State Public Assistance Grants Management.
- 3+ years’ experience in a Supervisory Role.
- 3+ years’ experience with Microsoft Excel, including formulas.
- 2+ years’ experience with DRS, Grants Portal, and EMMIE.
- Bilingual - Spanish and English.
- Strong management, analytical and organizational skills.
- Excellent written and verbal communication skills in both English and Spanish.
- Knowledge of MS Office & TEAMS
Our Disaster Management team in Puerto Rico is growing! ICF seeks Compliance Manager to support Disaster Recovery efforts in Puerto Rico. This position is hybrid (home, office, and on site) full-time position located in Puerto Rico. Respondents must have dependable transportation to travel to Subrecipient sites for Monitoring visits/meetings. Learn more about our programs in Puerto Rico here.
Role and Responsibilities:
Provide team oversight and technical expertise relating to FEMA Public Assistance regulations and Grants policies and procedures. Ensure timely completion of assigned Subrecipient Monitoring cases. Ensure analyst documents properly documentation and costs provided by the Subrecipient.
Ensure accuracy and completion of required reports. Engage and strategize with the client and team on enhancements to the policies and procedures for the division. Provide real time updates to the Compliance Lead regarding challenges, potential issues, and proposed solutions. The following are some responsibilities that will be assumed by the Manager.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$76,059.00 - $129,300.00 Puerto Rico Remote Office (PR99)About the company
