      Contract Specialist - National Park Service (NPS)

      Denver Service Center (DSC)
      Remote | Full-Time | Non-Personal Services

      Cornerstone Signals & Cyber Technologies LLC seeks highly experienced Contract Specialists to support the National Park Service (NPS), Denver Service Center (DSC), in delivering full lifecycle acquisition support for large-scale design and construction projects nationwide.

      This role directly supports high-volume, high-visibility construction and A-E contracting actions and requires demonstrated expertise under FAR Part 36 - Construction and Architect-Engineer Contracts, as well as associated FAR Parts 15, 19, 22, and 52.

      The position operates in a fully remote environment and requires the ability to independently manage complex acquisition actions while maintaining strict compliance with DOI, DIAR, and NPS acquisition regulations.

      Clearance / Access Requirements

      • Ability to obtain and maintain an HSPD-12 Personal Identity Verification (PIV) credential
      • Successful completion of required federal background investigation
      • Completion of mandatory IT Security Awareness Training prior to system access and annually thereafter
      • Ability to comply with DOI security policies and Rules of Behavior

      Core Responsibilities

      The Contract Specialist performs cradle-to-grave contracting support for construction and architect-engineer requirements supporting multi-million-dollar NPS design, construction, and transportation projects.

      Acquisition Planning & Market Research (FAR Parts 7, 10, 19, 36)

      • Conduct comprehensive market research specific to construction and A-E services
      • Support development of Individual Acquisition Plans and acquisition strategies
      • Determine appropriate contract type (FFP, IDIQ, MATOC, etc.) for construction/A-E actions
      • Apply socioeconomic and small business set-aside analysis consistent with FAR Part 19
      • Prepare pre-solicitation documentation in PRISM and related DOI systems
      • Support public posting in SAM.gov

      Special emphasis is placed on acquisition planning for:

      • Design-bid-build construction projects
      • Construction task order contracts
      • A-E qualifications-based selections (Brooks Act compliance)
      • Multi-award task order construction vehicles

      Solicitation Development (FAR Parts 14, 15, 36)

      • Prepare and issue IFBs, RFPs, and RFQs for construction and A-E projects
      • Draft construction and A-E specific provisions, clauses, and wage determinations
      • Ensure proper application of FAR 36.6 procedures for architect-engineer services
      • Coordinate technical inquiries and amendment development
      • Review proposals and bids for responsiveness and responsibility

      Evaluation & Source Selection (FAR Part 15 & FAR 36.6)

      • Support qualifications-based selection procedures for A-E contracts
      • Participate in technical evaluation panel coordination
      • Assist with best-value tradeoff documentation
      • Perform cost and price analysis for construction and design services
      • Obtain certified or other than certified cost and pricing data as required
      • Prepare negotiation memoranda and price negotiation documentation

      Award & Post-Award Administration (FAR Parts 36, 43, 52)

      • Prepare award packages for CO signature
      • Maintain electronic official contract files
      • Process construction contract modifications and change orders
      • Support equitable adjustments and negotiations
      • Review certified payrolls for compliance with Davis-Bacon and DOL wage determinations
      • Resolve invoice and payment issues in FBMS
      • Process closeout documentation in accordance with FAR 4.804

      System Use & Reporting

      • Perform contracting actions within PRISM, FPDS-NG, and FBMS
      • Generate workload, obligation, and small business performance reports
      • Support tracking of over 500 purchase requisitions and 2,000+ invoices annually

      Performance Expectations

      Performance aligns with the DSC Quality Assurance Surveillance Plan (QASP):

      • Deliver assignments on time with minimal correction
      • Maintain high documentation accuracy and compliance
      • Demonstrate independent problem-solving
      • Communicate professionally and effectively

      Required Qualifications

      Education (One of the Following)

      • Bachelor's degree in any field; or
      • 20 years of contracting/acquisition experience; or
      • 24 semester hours in business-related coursework plus FAC-C Professional or DAWIA equivalent certification

      Mandatory Experience

      • Minimum 5 years federal government contracting experience
      • Minimum 5 years construction contracting experience
      • Minimum 3 years architect-engineer (A-E) contracting experience
      • Demonstrated expertise applying FAR Part 36
      • Experience with Davis-Bacon compliance and wage determinations
      • Experience supporting design and construction programs

      Technical Skills

      • PRISM, FPDS-NG, FBMS experience preferred
      • Strong knowledge of FAR, DIAR, and federal procurement procedures
      • Ability to prepare complete acquisition documentation with minimal revision
      • Strong cost/price analysis capability
      • Excellent written acquisition documentation skills

      Work Requirements

      • Remote performance aligned to Mountain Time
      • Core availability between 9:00 AM - 3:00 PM Mountain Time
      • Full-time, 40 hours per week
      • No travel required
      • Professional, interruption-free home office environment


      This is a remote position.

      Compensation: $70,000.00 per year
