      DEPARTMENT : Human Capital Management


      REPORTS TO: Director of Human Resources


      SUPERVISES: As assigned


      EDUCATION:

      • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field required.

      EXPERIENCE:

      • At least two years of human resources or related experience preferred.

      position function/purpose

      To support all HR functions, including recruiting, retaining employees, ensuring an accurate data base for staff, and ensuring compliance.

      ESSENTIAL FUNCTIONS

      1. Consult with the Director to understand the requirements, duties, and qualifications desired for the specified vacant position(s).

      2. Collects and analyzes data to maintain a current understanding of fair and competitive market salaries, candidate availability, and demand for candidates to identify and select potential candidates for vacant positions.

      3. Screens candidates, selects qualified and interested candidates for the interviewing phase, and then connects viable candidates with the HR Directors.

      4. Assists in verifying candidates’ references and credentials, experience, and backgrounds.

      5. Counsel candidates on the interview and hiring process.

      6. Organizes and attends career fairs, campus events, and other networking opportunities.

      7. Arranges meeting locations, travel, and/or accommodations when necessary.

      8. Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.

      9. Provide training and make presentations to district employees in one-on-one as well as group sessions to enable them to properly implement and manage HR systems.

      10. Take initiative in performing those follow-up activities and support services necessary to produce timely and accurate reports and products.

      11. Initiate activities among clerical and professional staff, which encourage sound time management practices with respect to data collection, data input, and data maintenance.

      12. Perform other duties as assigned.

      ADMINISTRATION AND FISC AL/FACILITIES MANAGEMENT

      1. Maintain computerized files, headers, and tables as assigned.

      2. Promote cost-effective and prudent use of forms, supplies, and processing time in the performance of duties.

      3. Report and recommend changes or improvements to procedures improved efficiency.

      4. Create ad hoc reports and execute established job submissions and reports.

      5. Receive frequent incoming calls from a variety of personnel on a broad range of problems and provide consultant

      services toward problem resolution.

      6. Accomplish tasks in a timely manner.

      7. Periodically work after normal duty hours and occasional weekends or holidays to meet project deadlines or

      as directed by the supervisor.

      SCHOOL/COMMUNITY RELATIONS

      1. Support and adhere to district policies regarding employee/community relations.

      PROFESSIONAL GROWTH AND DEVELOPMENT

      1. Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics.

      2. Perform other duties and responsibilities by assisting the department, or as may be necessary for job effectiveness.

      3. Travel independently (local and overnight) to fulfill the responsibility of the position.

      QUALIFICATION REQUIREMENTS

      Special Knowledge/Skills:

      1. HR systems including but not limited to payroll, finance, asset management, activity funds, work order, Position Control Services, Personnel, and PEIMS OR Professional level experience utilizing student data applications systems including but not limited to student demographic data, attendance accounting, grade reporting, scheduling, historical data, special programs, PEIMS, discipline, and health services.

      2. Working knowledge of local, state, and federal requirements for data reporting and ability to interpret new requirements.

      3. Ability to adapt quickly to a technically changing environment.

      4. Ability to plan, organize, and implement training for other staff members.

      5. Ability to work with other staff members as part of a team within a production-oriented environment.

      6. Strong analytical and problem-solving skills.

      7. Written and oral communication/presentation skills.

      8. Knowledge and experience with computer hardware/software.

      9. Keyboarding skills.

      10. Ability to work well with a diverse population.

      11. Knowledge of Microsoft Office including but not limited to Excel, Word, PowerPoint, and Outlook.

      12. Knowledge of Google Workspace including but not limited to Gmail, Calendar, Docs, Sheets, and Drive

The noise level in the work environment is usually moderate. Must be able to maintain emotional control under stress. Occasionally required to travel to facilities within the district and outside the district for Career Fairs and meetings. May be required to work after hours and weekends.
