      Under the general supervision of the Manager of HR Operations, and in collaboration with the team leader, this position is responsible for supporting all human resources initiatives of the HR processes and functions for their assigned client group(s). The HR Business Partner will build strong working relationships and establish a proactive approach to customer service. Act as primary point of contact for employee and management inquiries regarding HR policies, processes and other human resource related matters, escalating and partnering on major issues to the HR Centers of Excellence (COE) and the Senior Director of Human Resources as appropriate. Assists in coaching leaders, participating in employee performance management and feedback sessions, equipping managers with standard tools for coaching, feedback & planning and assisting leaders including Just Culture resources and education. Acts as the primary resource for leader HR questions, and requests for information and appropriate self-service tools. Promotes and foster a healthy work environment; raise awareness of available programs to assist employees. Interpret and drive departmental action planning as a result of employee engagement surveys and plan actions with department managers. Partners with designated leaders to uphold all compliance standards (Dept. of Labor, HR policies, etc.) and create an environment of compliance/excellence. Assists leaders in processing timely disciplinary actions up to and including terminations and conducts exit interviews sharing feedback with leaders for process improvement. Support benefits enrollment at the department level. Supports applicable employee leave of absence/return to work inquiries in partnership with the LOA vendor and LOA Coordinator. Participates in developing the communication and training materials for new or revised HR related program introductions. Participates in presentations and/or facilitates learning activities for leaders and staff as applicable. Performs human resource administrative activities involving the interpretation and application of policies, program/process guidelines, HR documentation of events and regulatory requirements for managers and employees.u00A0

      Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, PowerPoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.

      Minimum Education: Bachelor's Degree in related field or equivalent combination of education and experience
      Preferred Education: Masters Degree in related field
      Minimum Experience: 2-4 years in related area of Human Resources
      Preferred Experience: 5+ years in related area of Human Resources
      Required Certification: Not Applicable
      Preferred Certification: PHR or SHRM-CP Certificatiion
      Required License: Valid Driver's License
      Preferred License: Not Applicable
