Position Description
Valiant is currently seeking an experienced Spectrum Manager to work on the Joint Electromagnetic Spectrum Operations (JEMSO) project at the U.S. Indo-Pacific Headquarters (USINDOPACOM). The Spectrum Manager provides agile, innovative, and cost-effective support solutions for the U.S. military in the Indo-Pacific area of operations. This position will provide subject matter expertise to USINDOPACOM, its service component commands, and its strategic and operational partners for requirements related to electronic warfare, spectrum management, space and cyber operations. RESPONSIBILITIES AND DUTIES:
• Provide operational, systems, and technical senior executive level subject matter expertise, consulting, and analysis in the development, proposal, coordination, and implementation of JEMSO strategies and policies.
• Provide analysis and continuity regarding all JEMSO related capabilities development, knowledgeable in all areas of Spectrum Management Operations (SMO) and Electronic Warfare (EW).
• Develop JEMSO requirements including both electronic warfare and spectrum management operations capabilities.
• Support for concepts, doctrine, and material requirement documents to ensure JEMSO issues are addressed in the development, acquisition, and employment of Joint EW and SMO products.
• Assist in drafting, staffing, and approval of JEMSO Joint Capabilities Integration and Development System (JCIDS) and Operational Needs Statements through the Office of the Secretary of Defense validation processes, ensuring concepts, gaps and solutions are synchronized with current and emerging JEMSO programs. Identify emerging EW and SMO technologies, concepts, and capabilities.
• Analyze and develop electromagnetic spectrum requirements for JCIDS documents.
• Coordinate with appropriate Government and non-Government officials to carry out mission operations
• Ensure compliance with applicable policy, regulations, and procedures
Position Requirements
MINIMUM QUALIFICATIONS:
• Must have an Active Top Secret DoD Clearance.
• 7 years of relevant experience in Spectrum Management DESIRED
QUALIFICATIONS:
• Programmatic experience with JEMSO/EMSO capability development efforts
• Operational experience integrating JEMSO/EMSO planning, execution monitoring, and assessment considerations with joint offensive/defensive cycle operations
EDUCATION REQUIREMENTS:
• Bachelor’s Degree in a relevant technical field (10 years experience may be substituted for a degree)
• Mater’s Degree preferred
PHYSICAL REQUIREMENTS:
• Travel, to include international destinations, up to 10% annually
