      Position Summary


      This position manages customer program and service initiatives with the regulatory commissions and interveners in one or more of the company’s six regulatory jurisdictions. The role regularly engages in the preparation and delivery of testimony, manages stakeholder collaboration with intervener groups, and participates in regulatory negotiations to ensure financial and operational objectives are achieved. Direct collaboration with the Rates and Regulatory group and Legal group is critical to achieving these objectives. A successful candidate must possess a familiarity with utility ratemaking concepts, the interplay between DSM programs and utility rate structures, and working knowledge of financial analysis concepts. In addition, the role must maintain positive relationships with consumer advocates and other stakeholder groups.

      This position also manages initiatives related to regulatory strategic planning for customer services and is responsible for defining and executing the regulatory strategy relative to customer facing offers. Responsibilities include design of cost recovery and incentive activities for EE and other retail programs, stakeholder engagement in support of retail program regulatory approval, and collaborating with Analytics on tracking and reporting retail program compliance with regulatory goals and mandates. This position also supports the OpCo Presidents’ organizations as a key interface to regulators (working through the Rates and Regulatory and Legal groups) for filings related to customer programs. Coordination with the rates and regulatory group to ensure that retail strategies align with the broader regulatory objectives of the company is another key responsibility of this role. Finally, the position provides regulatory guidance to customer service organization to ensure compliance with regulatory requirements and rules.

      Responsibilities

      • Lead the analysis and design of (and coordinate with Rates and Regulatory group on) regulatory activities pertaining to retail products and services to ensure timely recovery of costs and positive financial outcomes. Work with Rates and Regulatory group to implement those initiatives. Track and report compliance with regulatory requirements and related business results.

      • Project manage the applications and discovery processes for regulatory proceedings. Manage stakeholder engagement and negotiations in support of retail program regulatory strategy, regulatory approvals, and cost recovery mechanisms.

      • Perform tracking and reporting of retail program compliance with regulatory goals and mandates in coordination with analytics.

      • Support President’s organizations as key interface to regulators and participate in regulatory proceedings as required to support customer programs.

      Required/Basic Qualifications

      • Bachelors degree in Engineering, Business or related degree

      • Five (5) years related work experience

      • In lieu of Bachelors degree(s) AND 5 year(s) related work experience listed above, High School Diploma/GED degree and 10 year(s) related work experience

      Desired Qualifications

      • Masters degree in Engineering or Business Administration

      • Relationships with key external stakeholders

      • Affiliations with state and regional level trade ally or industry organizations

      • Strong business and financial acumen

      • Experience representing the company in external stakeholder forums

      • Demonstrated ability to work collaboratively with various groups to achieve business objectives in a dynamic environment

      • Strong negotiations skills

      • Mastery of DSM concepts, and working knowledge of ratemaking considerations

      • Experience drafting and/or providing testimony in regulatory proceedings, leading significant regulatory initiatives, or working in regulatory policy forums

      Working Conditions

      • Virtual Mobility Classification - Work will be performed from a remote location after the onboarding period. However, virtual employees should live within a reasonable commute to the assigned Duke Energy facility.

      • The preferred work location is South Carolina, Columbia and Greenville. Hiring manager willing to consider Charlotte, NC. Position will require traveling to SC PSC in Columbia, SC.
