      The University of Toronto Scarborough (UTSC) aims to expand its sphere of lifelong learning initiatives to meet the diverse and changing needs of learners in the Eastern GTA, Canada and globally. The Manager will through consultation and collaboration with key stakeholders establish a vision, strategic and operational plan for the development and implementation of wide spectrum of lifelong learning programs and services. The Manager will work with senior leaders and staff to identify priorities and an operational framework to support current and new offerings in continuing education, professional development, skills-upgrading, micro-credentials, and other lifelong learning initiatives, both for credit and not-for-credit, at UTSC. They will review trends, develop funding structures for certificates and programs, assess staff needs, develop operational plans, facilitate approvals and governance pathways, resource allocation, financial contracts, and quality assurance. The Manager of Lifelong Learning Initiatives will report to the Assistant Dean, Office of the Vice-Principal Academic & Dean and work closely with the Vice-Principal Academic & Dean, departmental Chairs and other key stakeholders and staff. They will work closely with and coordinate the activities of existing lifelong learning initiatives in departments and units across UTSC. The incumbent will manage staff with responsibilities in recruitment and selection, training and development, performance discipline, workplace accommodations and other human resource management functions.

      MINIMUM QUALIFICATIONS

      EDUCATION: Master’s degree in education, human resource management, business, adult education, or a related discipline is required, or any equivalent combination of graduate-level education and experience.

      EXPERIENCE: Minimum of 7 years’ experience that combines: experience working directly in support of adult learners, including upskilling and professional programs, and talent and program development; requires in depth knowledge of the labour market and employer needs across diverse sectors, as well as effective program assessment and evaluation. Proven experience in administration, operations, and management of staff in all aspects of academic program administration and instructor service delivery. Experience managing in a unionized environment is preferred. Demonstrated financial management and budgeting/forecasting experience. Demonstrated project management skills.

      SKILLS: Must have strong computer skills including the use of word processing, database management, spreadsheet, presentation software, e-learning tools, as well as ability to adapt to and learn new technologies. Thorough knowledge and understanding of training and development skills, curricula/program design and delivery. A deep understanding and pragmatic approach to career development and coaching coupled with an understanding and appreciation for industry and community needs. Understanding of AODA compliance requirements in relation to course/program design, development and delivery. A good understanding of the student and employer market and managerial/leadership competencies. Excellent written and verbal communication skills.

      OTHER: Superior knowledge of and commitment to adult education and the needs of adult learners. Extensive knowledge of online learning technologies and practices; emerging and innovative social and communications technologies, particularly as applied to online learning as a strategic priority in post-secondary continuing education. Highly effective business acumen. Highly proactive, innovative and results oriented. Demonstrated superior expertise and performance in the identification of new business growth opportunities in a global arena. A strong leader with excellent judgement and decision-making abilities. Ability to handle the demands and stress of an aggressive and highly competitive business environment. Superior ability to juggle priorities, organize and schedule work and lead a team. Accountable for behaving in a manner that demonstrates personal commitment to responsiveness, innovation, teamwork and integrity. Must show evidence of a commitment to equity, diversity, inclusion, and the promotion of a respectful and collegial learning and working environment.
