      Job Description:

      PURPOSE OF POSITION
      Accountable for managing a portfolio of provincially regulated credit unions, performing risk and controls assessments, identifying issues, and taking action through remediation, regulatory intervention, or implementing contingency, recovery and resolution plans in support of overall Credit Union Prudential Supervision department’s accountabilities and strategies.


      KEY RESPONSIBILITIES
      • Develops and maintains relationships with Boards and senior management teams of assigned institutions to ensure proactive identification of potential issues (e.g., profitability/efficiency, liquidity/funding, capital adequacy, financial and non-financial risks, etc.).
      • Meets regularly with senior leadership of financial institutions, to stay abreast of business and financial performance and to update the institutions’ risk profile.
      • Ensures the consistent messaging of FSRA’s regulatory requirements and expectations.
      • Leads the continuous supervisory assessment of the risk profile and the compliance with FSRA legislation and regulations of financial institutions in their portfolio, through monitoring their financial indicators, market intelligence gathering, analysis of business practices and operations, and reviews of higher risk areas or practices, drawing on resources throughout the department and FSRA.
      • Works with the institutions in their portfolio to develop and implement action plans that address issues identified in the course of supervisory assessment.
      • Develops recovery and resolution planning requirements for financial institutions.
      • Participates in, or leads intervention, recovery and resolution activities to rehabilitate or resolve an FI, including the placement of the FI in an appropriate Depositor Protection Program.
      • Develops and maintains key stakeholder relationships across the sector and with other regulators.


      QUALIFICATIONS

      Education and Experience
      • Degree in finance, commerce, business, accounting or related field.
      • 7 – 10 years’ experience in financial services such as lending, investment banking or complex financial analysis, preferably with 3 – 5 years’ experience in a relationship management role. Regulatory experience is preferred.

      Knowledge and Skills
      • Experience with developing and managing complex relationships with stakeholders.
      • Experience with analyzing, developing, or implementing financial institution contingency plans, and recovery and resolution plans (e.g., corporate restructuring, workouts, liquidation, bankruptcy, asset sales, mergers).
      • Experience with assessments of the operations and financial condition of financial institutions (e.g., credit unions, banks, insurance companies, trusts, broker-dealers).
      • Working knowledge of capital, liquidity, stress testing.
      • Knowledge of Three Lines of Defense and corporate governance.
      • Demonstrated financial, risk and controls analysis skills.
      • Demonstrated relationship management skills.
