Proposal Team ManagerJob SummarySiemens Government Technologies (SGT) is seeking a Proposal Team Manager to lead Federal Market proposals and the supporting organization for developing those proposals. As the Proposal Team Manager, you will lead the proposal team and be accountable for proposal readiness planning, management of assigned internal resources, and external consultants. The ideal candidate will have a proven record of success in managing and winning complex proposal projects through the Federal Acquisition lifecycle, beginning with hand-over from Account Management through pre-award negotiations and turnover to Operations for performance following award. Demonstrated leadership capabilities along with developing proposal plans and managing large scale Federal Government proposals is an essential requirement.
Responsibilities
Proposal Team Management:•Managing an adaptive proposal and production organization•Being a champion for, leading, and managing the proposal team, including both individual and group coaching and performance management•Coordinating with Business Areas, Capture Managers, Contracts, Supply Chain / Procurement, Pricing and People & Organization and other staff members to shape a winning proposal from the customer’s requirements and business capture strategy•Lead proposal consultant vetting, selection, coordination / de-confliction, purchase requests, and approving invoices•Engage with yearly budget planning and trackingProposal Management and Coordination:•Proposal prioritization planning and assignments•The ability to lead, support and/or temporarily backfill for your team of proposal managers and contribute where needed with large and complex pursuits•Emphasize and lead by example the importance of compliance•Coordination of subject matter experts (SMEs) and other resources in proposal production schedules, activities, expectations, and virtual proposal production tools•Attention to detail with a desire to track and follow-up on action items•Creation of pre-proposal artifacts such as writer guides, proposal communications plans, and requirements-driven outlines•Create win themes and craft them into a compelling story•Coordination and planning of critical review (color) team reviews•Assignment of support personnel (editors, graphic artists, production, delivery, etc.)•Directing and supporting requests for information (RFI), requests for quote (RFQ), and requests for proposal (RFP)•Developing detailed proposal plans where required•Creating and tracking schedules and budgets then reporting status to management as required for key opportunities•Facilitating key thematic workshops such as Solutions, Win Themes & Discriminators, Black Hat, etc., then applying and tracking outcomes to the proposal•Ensuring proposal activities are executed in accordance with pertinent legal regulations and company policies / procedures, and where permissible, tailoring processes and procedures as required to fit the size, scope, scale, and timing of the opportunity•Providing the organization with research and data gathering / validating tools, proposal artifact re-use, lessons learned repository, resume database, past performance and project write-ups, and assistance with appropriate use of graphics•Developing, editing, and maintaining policy and proposal procedures and guidelines
Qualifications•BA/BS degree required in related field•Minimum 10 years relevant experience in the Federal Market with experience managing a wide range of Federal Government proposal efforts•Demonstrated effective leadership in managing a remotely working proposal team•Experience in optimizing employees’ talent to support the company’s goals•Demonstrated ability to conduct coaching with employees and manage the team’s performance•Proven track record in guiding employees’ growth and development•Excellent writing and oral communication skills•Excellent working knowledge of Government Procurement regulations (FAR / DFARS, et al.)•Proven success in running structured and “impromptu” proposal efforts with high win ratesPreferred Knowledge, Skills, and Experience•Experience bidding performance contracts, Energy Savings Performance Contracting (ESPC) and UESCs is desirable. Supporting Notice of Opportunity (NOO), Preliminary Assessment (PA), and Investment Grade Audit (IGA) response activities•APMP or similar credential•Experience with VisibleThread•Knowledge and experience with the Shipley proposal processSecurity Clearance•Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Security ClearanceOrganization: Country Functions & Departments
