      Summary

      The Incumbent serves as a Supervisory Human Resources Specialist (SHRS) with the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO). The incumbent leads the HR Global Hiring & Operations Strategy Team (GHOST) responsible for objectives and strategies related to recruitment, staffing, and personnel action processing.

      Duties

      Specific duties include:.
      • Responsible for coordinating and effectively managing the administrative, strategic, and technical controls over the functions and activities of the team which includes the planning and execution of hiring fairs and other recruitment events nationwide.
      • Provides guidance in the areas of HR principles, techniques, and acceptable practices, to include providing highly technical advice related to recruitment and staffing operations.
      • Assists in the development of goals and objectives that align with the HCS mission.
      • Assists in the development of goals and objectives that align with the Agency mission.
      • Serves as a talent acquisition consultant with internal and external stakeholders.
      • Advises leadership in the development of long-term strategic planning for HR and recruitment practices through the application of core operations analysis, process re-engineering, trend analysis, position management, workforce planning, and strategic recruitment tools.
      • Evaluates the work output of subordinate supervisors and staff members and recommends appropriate changes to enhance efficient customer service. They analyze VBA directives, policy, and other documents tailoring human resources management (HRM) programs to improve with recruitment and staffing enterprise wide.
      • Incumbent assists in the development of goals and objectives that align with the HCS mission.
      • Provides consultative advisement engaging with internal and external stakeholders as a participant in interagency meetings and task groups.
      • Leads regular and recurring HR accountability reviews.

      Qualifications

      To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/30/2024.

      Current/Former Federal employees: If applying as a status candidate with current or former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.

      TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

      To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
      • For a GS-14 position you must have served 52 weeks at the GS-13 level.

      MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

      Basic VA GS-0201 Requirement: to qualify for a Human Resources (HR) Specialist GS-0201 position, candidates must meet the following basic requirement(s) as described in one of the following methods: (1) One year of HR specialized experience equivalent to the GS-4 level of the Federal Government or higher. OR (2) Successful completion of bachelor's degree (or higher). OR (3) A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-4 level of the Federal Government AND one (1) of the below four training areas:

        • Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR
        • Successful completion of at least four formal training courses in HR. OR
        • Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. OR
        • Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM).
      • GS-0201-14 grade level: VA GS-0201 series 12-15 Basic Requirement: To qualify for a Human Resources (HR) Specialist at the GS-12-15 grade levels, candidates cannot qualify based on education ONLY, they must possess either:
      • Criteria 1: One year of specialized experience equivalent to at least the GS-13 grade level. OR
      • Criteria 2: Graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.

      GS-14 Grade Level:

      Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as, but not limited to: experience providing comprehensive and authoritative guidance, process evaluation, quality oversight, and problem solving for a variety of complex Title 5 Federal civilian personnel programs and systems; advising and managing human resources employees, supervisors, and senior leaders in recruitment, staffing, and personnel action processing; developing organizational strategies, goals, and deliverables related to a Title 5 recruitment and staffing program (ex. regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, briefing, etc.).

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

      Physical Requirements: The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc.
