- Own the Enterprise Services & Tools portfolio: intake, prioritization, capacity alignment, and tracking work to goals; keep enterprise tools & service portfolio data current.
- Report portfolio status, risks, dependencies, and health metrics; recommend tradeoffs to ensure engineering teams are always focused on the highest-value work.
- Partner with technology leaders to align vendor offerings and internal services to business objectives; conduct research on emerging vendors/technologies to improve cost-effectiveness and flexibility.
- Establish and evangelize service management/delivery best practices (ITIL-aligned) and ensure adoption across teams.
- Lead small to mid-sized projects through the PM lifecycle, from intake through delivery, using appropriate controls, milestones, and risk management.
- Drive Workforce Employee Tech Experience initiatives: on/offboarding workflows, device lifecycle/refresh, process improvements, and product enhancements.
- Develop/modify processes to automate/optimize Device as a Service (DaaS) and related services; collaborate with ISO, Infrastructure, Network, Observability, ITAM, and Operations on end-to-end use cases.
- Implement process controls and compliance reporting for data/process standards; identify exceptions and ensure corrective actions are executed.
- Manage service queues; approve requests where applicable; support day-to-day operations and plan strategic improvements.
- Lead cross-functional review and governance of New Product Requests, accelerating decision-making and ensuring alignment with business priorities by managing the end-to-end lifecycle, from intake through execution readiness, enabling faster adoption of strategic initiatives.
- Manage complex technical integration efforts across workforce products and shared services; align dependencies, environments, and integration test plans.
- Apply project management best practices to run the engagement end-to-end-define scope/schedule/budget, manage risks/issues/blockers, and drive timely decisions.
- Work iteratively to deliver value early and often; demonstrate progress via increments, pilots, and measurable outcomes.
- Use Agile practices (Scrum/Kanban): backlog management, sprint/iteration planning, daily syncs, reviews/demos, and retrospectives.
- Maintain clear milestones, acceptance criteria, and change control; keep stakeholders aligned with a lightweight comms cadence.
- Plan and deliver end-user communications (product rollouts, incident awareness/impact) and technical training (new products/features).
- Act as SME and voice of the workforce-capture feedback, synthesize insights, and route them to engineering to inform roadmaps and increase adoption.
- Participate in on-call escalations to craft timely, clear workforce communications during incidents.
- Prepare and present complex technical information for both technical and non-technical audiences; provide constructive feedback and build consensus.
- Use metrics to validate feasibility and measure outcomes; track multiple concurrent initiatives and communicate clear milestones/deliverables.
- Apply quality management to maintain standards; use reviews/observations for continuous improvement and elimination of redundant work.
- Integrate inputs from multiple sources to generate insights that influence engineering roadmaps and service design.
- Bachelor's degree or equivalent experience.
- 6+ years in technical project/portfolio management within infrastructure/InfoSec or adjacent technical domains.
- Demonstrated portfolio management skills (intake, prioritization, dependency/risk management, reporting).
- Strong vendor management experience: SLAs/SLOs, invoice validation, and performance governance.
- Service Management/Delivery expertise (ITIL practices), including process design and implementation.
- Experience with Devise as a Service (DaaS), IT Asset Management, and end-user tech experience programs (on/offboarding, device refresh, training, communications).
- Excellent written and verbal communication; proven ability to work cross-functionally and influence without authority.
- Comfortable operating in DevOps/cloud-oriented environments with modern tooling.
- Professional training/certifications in PMP, ITIL or Service Design/Management.
- Familiarity with AWS-hosted infrastructure concepts and Cloud/DevOps practices.
- Experience with enterprise ticketing/ITAM and portfolio tooling (e.g., JIRA/Service Management, similar).
- Ability to research and evaluate emerging technologies, vendors, and standards.
- Willingness to work occasional off-hours (evenings/weekends) for critical changes or incidents.

Overview
The organizations Infrastructure & Information Security organization is seeking a contract Technical Project & Portfolio Manager to drive delivery across our Workforce Employee Tech Experience and core Infrastructure/InfoSec initiatives. This role blends portfolio management, vendor/service management, and hands-on project leadership to improve end-user technology experiences (on/offboarding, device lifecycle, internal communications, training) and to optimize service delivery with our vendor partners.
You are a solution-oriented, highly communicative PM who can translate business goals into actionable backlogs, orchestrate cross-functional work, and report on outcomes with clarity. You're comfortable in a modern, post-Agile/DevOps environment and you champion service management best practices.
