Accountant

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base & Major Range & Test Facilities Bases to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as an Accountant, providing professional advice to activity managers on financial policy and procedures to prevent financial management problems.

Duties

• Independently applies professional accounting principles and theories to operational programs.
• Analyzes financial data, draws sound conclusions, and advises management on complex financial matters.
• Utilizes working knowledge of Army budgeting and quantitative analysis.
• Develops cost estimates and fiscal analyses to support activity programs and resource requirements.
• Possesses expertise in automated accounting systems design, practices, and limitations.
• Collaborates with programmers and software specialists to design, modify, adapt, or build automated subsystems to solve resource management issues.
• Establishes and maintains effective, cooperative relationships across various management levels in Federal and private sectors.
• Possesses strong oral and written communication skills to deliver briefings and reports on complex, controversial, or sensitive topics.
• Resolves highly complex or controversial issues and provides high-level advisory assistance.
• Understands organization missions, functions, and regulations, including their relationship to other Federal activities and private industry.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
• Required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
• Failure to obtain this certification within the required time may subject the incumbent to adverse action.
