FINANCIAL MANAGEMENT ANALYST

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located in Philadelphia, PA. Position(s) will be filled at the GS-05, GS-07, GS-09, GS-11 or GS-12 grade level.

GS-9: $68,013 -$88,421
GS-11: $82,289 -$106,982

Duties

• Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision.
• Serves as the Training and Employee Development Coordinator for the Philadelphia District. Incumbent has responsibility for planning, coordinating, implementing, and evaluating the training plan for civilian personnel
• Incumbent also is the Financial Specialist that manages all aspects of the training budget and program, to include USACE PROSPECT bill paying. Incumbent is the primary administrator for the Total Employee Development (TED) system.
• Provides financial and program management responsibilities for the training function in the District.
• Develops plans, policies, and procedures for the local administration
• Monitor the Training Plan vs actual expenditures and report monthly.
• Provides expert advice, training, and guidance to a cadre of District Training Coordinators in regulations, processes, and procedures invoked in the District Training Program.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• THIS IS A FINANCIAL MANAGEMENT POSITION. Level 1 certification is required for the GS-5/7/9 grade levels and level 2 certification is required for the GS-11/12 grade levels.
• Temporary Duty (TDY) Travel of up to 5% of the time may be required.
• This position requires a 1 year probationary period
