- Support analysis, design, development, maintenance, testing, and implementation of DOI/IA applications and modules.
- Develop, modify, and maintain MS SharePoint portals, sites, content, workflows, and collaboration capabilities.
- Support SharePoint application services framework design, configuration, and administration, including search, managed metadata, and user profile services.
- Design, develop, and manage site content, capabilities, graphics, and user-facing portal features.
- Support workflow creation, web parts, InfoPath forms, SharePoint Designer solutions, and related collaboration tools.
- Develop and maintain application code, screens, reports, interfaces, and related components.
- Write stored procedures, complex SQL queries, and support data analysis and reporting requirements.
- Support testing, debugging, implementation, troubleshooting, and documentation for application changes and enhancements.
- Confer with users and stakeholders to analyze requirements, identify issues, and support solutions aligned to business needs.
- Support change management, SDLC documentation, security requirements, and configuration management procedures.
- Coordinate with database, reporting, web development, and infrastructure teams to support integrated enterprise solutions.
- Support project-based tasks involving upgrades, migration, implementation, testing, SharePoint enhancement, and operational improvement.
- Coordinate new data development ensuring consistency and integration with existing data structure within the DOI/IA applications
- Participate in continuous improvement efforts in enhancing performance and providing increased functionality of all applications within the DOI/IA
- Provide day-to-day support of the DOI/IA applications and RDBMS as defined by the Government Technical Monitor
- Provide data entry, storage, and retrieval techniques and technologies; integrate databases into software systems; and provide database application analysis, design, development, configuration and management specializing in Microsoft SQL Server, Oracle, and Open Database and web enabled architecture.
- Develop and run customized and ad-hoc reports, and support data extraction and manipulation requests.
- Perform application support of Open-Source Technologies, including, but not limited to systems such Open Content Management, Media Wiki, and MySQL.
- Other duties as assigned.
- Associate's degree, or equivalent combination of education and experience.
- 5+ years of experience, including experience in a corporate or government environment as a programmer analyst.
- 2+ years of experience in Visual Basic, NET, C++, CSS, jQuery, and C#.
- Ability to obtain Public Trust
- Experience with MS SharePoint Designer, InfoPath, Web Parts, and workflow creation.
- Experience with client object modeling and service-oriented architecture.
- Experience with analysis and design of MS SharePoint application services framework, including search, managed metadata, and user profile services.
- Experience in graphics design and .NET technologies to develop, modify, and maintain MS SharePoint server portals.
- Experience designing, developing, and managing site content and capabilities.
- Experience writing stored procedures, complex SQL queries, and analyzing SQL data.
- Experience supporting SharePoint Online or enterprise collaboration platforms in a government or regulated environment.
- Experience supporting application modernization, workflow automation, reporting, and enterprise portal enhancements.
- Familiarity with IIS, Microsoft services, .NET application support, and web-based operations and maintenance.
- Experience with SDLC, change management, configuration management, STIGs, A&A, and security documentation requirements.
- Experience supporting project-based application or SharePoint initiatives.
- Experience supporting Oracle, SQL Server, or other enterprise databases in application-integrated environments.
- Relevant Microsoft, SharePoint, .NET, or application development certifications are preferred.
- Ability to obtain and maintain required government suitability or clearance, if applicable.
- Excellent written, verbal, and presentation communication skills.
- Excellent organization, analytical, planning, and scheduling skills.
- Ability to resolve highly complex problems.
- Knowledge of application analysis, design, development, testing, implementation, and support practices.
- Knowledge of MS SharePoint portals, workflows, web parts, collaboration tools, and application services.

- Skill in troubleshooting complex applications, SharePoint, and workflow issues.
- Skill in preparing technical documentation, reports, and user support materials.
- Ability to analyze requirements and develop practical technical solutions.
- Ability to support project-based work and coordinate across technical and business teams.
- Ability to communicate effectively with users, leadership, and technical staff.

The Application Specialist V provides senior-level application development, SharePoint, and application support services for DOI/IA business and administrative systems. This role supports application analysis, design, development, modification, maintenance, testing, implementation, and troubleshooting across enterprise environments. The position includes strong MS SharePoint portal and collaboration support, application services support, SQL development, and workflow development. The role also supports project-based work involving upgrades, modernization, implementation, testing, and process improvement.
