      TITLE: Assistant Director of Policy – Worker Empowerment

      GRADE: 6 STATUS: EXEMPT

      DIVISION/DEPARTMENT: OWD/OWD

      SUMMARY OF RESPONSIBILITIES:

      The Assistant Director of Policy – Worker Empowerment’s primary role is to review and determine the efficacy of existing programs and policies related to labor standards, worker protection, health and safety, and to make recommendations to the Chief and Deputy Chiefs of the Worker Empowerment Cabinet on enhancing and improving current municipal and state policies related to promoting workers’ protection, health and safety. The Assistant Director of Policy – Worker Empowerment will also help lay the groundwork for new legislation and programs to fill existing needs or tackle future issues related to labor standards and compliance, and worker safety, health and protection. The staff will also raise awareness for other related social programs and issues that need improvement in the area of workforce development and labor standards.

      Responsibilities will include, but are not limited to:

      • Conduct research and gather data and information on municipal labor policies and programs around the country; present in useful format and make recommendations to improve access to quality jobs for Boston residents, protect workers form wage and hour violations, and increase worker health and safety across the City.
      • Analyze new or proposed legislation or regulations and evaluate the impact on program operations and management
      • Evaluate policy issues and proposals and formulate policies and strategies to achieve the Cabinet’s program goals.
      • Apply decision models; develop and interpret information that assists management with decision-making, policy formulation or other managerial functions as it relates to labor standards, compliance and legislation
      • Analyze federal regulations and legislation for agency or program impact, and plan methods of implementation
      • Develop and recommend solutions to situations in which the lack of written policy poses a potential risk to City agencies, programs and projects
      • Develop legislative proposals for the Cabinet team to review
      • Track municipal and state legislative activities and report back to the team for feedback
      • Support the coordination and explain organizational needs to city, state and federal legislative related staff
      • Evaluate collateral and other communication materials for user friendly readability standards
      • Support a related commission or boards, or organizational subsection by coordinating or doing vital administrative functions or services at the professional level (functions may include but not limited to management analysis, procurement, contract administration, property management, space management, security administration, reports management, data and other related tasks.
      • Edit and manage Request for Proposals, including organizing working groups, review committees, and advisory boards
      • Work as a team as required

      Qualifications

      • Work requires a Bachelor’s Degree and 5 to 7 years of related experience. Additional and relevant years of experience may substitute for all or part of the degree requirement.
      • Experience or Interest working in employment/worker’s public policy pertaining to but not limited to labor standards, worker protection, and health and safety.
      • Knowledge of the City of Boston government and Boston communities highly desired
      • Highly collaborative, and possesses a keen ability to effectively communicate, and connect, with diverse individuals both inside and outside the agency
      • Excellent interpersonal communication and team working skills are a necessity
      • Experience working in cross-functional teams and within community-based organizations and environments

      WORK ENVIRONMENT:

      Normal office environment. Currently operating hybrid 3 days in-office (Downtown Boston

      location) and up to 2 days a week remote.

      PHYSICAL REQUIREMENTS:

      Little or no exertion.
