- Experience providing financial oversight through the monitoring, analysis, and reporting of budgets, expenditures, or revenues.
- Experience researching, analyzing, or developing policies.
- Experience analyzing data to create reports and presenting gathered information to internal or external partners.
- Experience managing large-scale fiscal systems (i.e. budgets exceeding $5 million, multi-funded appropriations, or complex rate-setting/reimbursement).
- Experience performing fiscal analysis or developing policy recommendations based on state or federal law or guidance.
- Experience using data analytics tools (e.g., SAS, SQL, Tableau, etc.) to extract insights, perform fiscal forecasting, and support evidence-based policy changes.

Position Summary
These positions are primarily responsible for the areas of budgeting, cost analysis planning, research, and development and implementation of policies designed to promote program and departmental objectives in a large and complex health care program. These responsibilities include monitoring more than $15 billion in expenditures and revenues with multiple funding sources, providing financial oversight of county based long term care and acute care behavioral health programs, Federally Qualified Health Centers, Rural Health Clinics, and Non-Emergency Medical Transportation services.
In addition, these positions will also be responsible for the development and implementation of budget initiatives and coordinating budget activities at both a statewide and local government level. To do so, these positions will work closely with high level Department, Division, and Bureau managers, officials of other state and county agencies, federal officials, legislators, lobbyists, professional organizations, advocates, and providers.
Salary Information
Pay for the positions will be between $38.00 and $42.50 per hour (approximately between $79,000 and $88,400 per year) depending on qualifications, plus excellent benefits.
A 12-month probationary period is required. The positions are classified as Budget & Policy Analyst Division - Advanced and are in pay schedule and range 81/03. Pay will be set in accordance with the compensation plan in effect at the time of appointment.
