      Contract Specialist II: Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with governmental official, division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

      Contract Specialist III: Performs highly complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

      Contract Specialist IV: Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

      Essential Duties:

      Contract Specialist II:

      • Coordinates, reviews, processes and monitors the execution of agreements and amendments.
      • Monitors contract execution and coordinates with Contract Services Division.
      • Executes agreements and contracts.
      • Receives payments, prepares deposit vouchers and enters data in automated information management system.
      • Monitors, updates and reconciles accounts and contracts in an automated information management system to include PeopleSoft.
      • Maintains, updates, and compiles detailed data, reports, summaries, files, records, logs, including writing routine and unique correspondence.
      • Assists in researching state and federal statues and opinions.
      • Performs other job responsibilities as assigned.

      Additional duties for a Contract Specialist III:

      • Confers with legal staff and management on agreements and various legal matters.
      • Audit payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
      • Research state and federal statutes, opinions, department policies and governmental.

      Additional duties for a Contract Specialist IV:

      • Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
      • Analyzes, interprets legislation, statues, and federal regulations to ensure compliance with Department and governmental regulations.

      Minimum Qualifications:

      Education: Contract Specialist II, III, IV - Bachelor's degree in business administration, finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

      Experience:

      Contract Specialist II: 2 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

      Contract Specialist III: 3 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

      Contract Specialist IV: 4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

      Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

      Competencies:

      Contract Specialist II:

      • Contract writing, reviewing and correspondence, documents
      • Legal terminology
      • Generally accepted accounting principles, procedures and terminology
      • Preparing correspondence, documents using correct spelling, grammar, punctuation; proofreading and reviewing documents for clarify and consistency
      • Prioritizing and organizing work assignments
      • Maintaining effective working relationships with individuals and groups, both internal and external
      • Applicable computer operating system and relevant applications
      • Communicate effectively


      Additional competencies for a Contract Specialist III:

      • Contract administration/management systems
      • Applicable laws, rules, and regulations
      • Auditing and investigative methods, practices and procedures
      • Research and analysis methodologies


      Additional competencies for a Contract Specialist IV:

      • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
      • Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions

      Physical Requirements and Working Conditions:

      • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
      • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
      • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
