Under general administrative direction, serve as the department-level manager of the Business Services Department of the Hayward Unified School District; render advice and consultation to District executive-level management and, upon request, to the Board of Education on accounting, finance, budget, purchasing, investment of surplus funds, and information technology; assist the Assistant Superintendent of Business Services, as directed.ESSENTIAL DUTIES:Develop goals and objectives of Business Services.Closely monitor District-wide accounting and financial management policies, purchasing and budgeting programs and practices to ensure conformance with modern accounting and fiscal administration theory and practice, and with State and Federal legal requirements.Closely monitor departmental and District-wide accounting, budgeting, purchasing and financial reporting practices to ensure compliance with standards, appropriate internal controls and compliance with fiduciary responsibilities.Work closely with administrators regarding financial reporting, departmental services and associated student body accounting practices and procedures.Develop scope of work and requests for proposals for auditors, coordinating work of selected auditors in the conduct of annual audits.Ensure dissemination of information and promote effective departmental communications.Evaluate service requests and determine departmental ability to provide service and timelines for performance.Meet periodically with department and school administrators to ensure satisfaction with services, assess service needs and coordinate activities.Plan, organize and supervise the work of the Business Support Services and Technology Support staff, select, make assignments, set priorities for and train personnel; develop standards of performance for each position supervised; advise subordinates of performance standards; observe and document performance; prepare periodic and special evaluations of performance; prepare supporting documentation; and recommend employee recognition and discipline.Process formal and informal grievances and counsel employees on matters related to performance and employee status; guide lower level managerial and supervisory staff in supervisory practices and serve as reviewer of evaluations.Develop work procedures and practices of the department and modify work assignments of staff in accordance with the needs of the department.Make oral and written directives; and interpret, enforce and apply policies and regulatory requirements controlling the work of the department.Maintain records of payroll-related information of the department, ensure the proper reporting of time worked and absences; recommend Board policy and interprets policy in the development of procedures.Formulate and administer Business Services budget.Conduct a variety of technical and administrative studies, prepare reports of findings and recommendations.Prepare agenda materials and staff reports for Board, Council and committee meetings and attend Board meetings, upon request, to present reports and render professional advice.Serve as a member of the District management team.Chair and participate in technical and professional meetings, representing the District and making presentations.Prepare scope of work statements and requests for proposal and confer with appropriate management on recommendations for award.Closely monitor and inspect work of contractors for workmanship and conformance with contractual agreements.OTHER DUTIES:Perform related duties as assigned.KNOWLEDGES AND ABILITIES:KNOWLEDGE OF:Advanced principles, methods and practices of governmental finance and accounting and school finances.Principles and practices of management, public administration, safety, supervision, training and public relations.English usage, spelling, grammar and punctuation at an advanced level.Advanced methods of report preparation and presentation.Administrative research techniques, sources and availability of information.Contract negotiations and administration.Applicable federal, state and local laws and regulations.Advanced principles, methods and practices of budgeting.Principles and practices of governmental purchasing.ABILITY TO:Plan, organize and direct the diverse and complex program of Business Services.Perform advanced professional-level accounting and financial reporting work.Supervise and direct managerial, supervisory, professional, technical and support personnel.Delegate authority and responsibility.Conduct thorough investigations.Schedule and program work on a long and short-term basis.Devise and operate effective internal control procedures.Analyze a variety of complex technical and administrative problems and make sound policy and procedural recommendations.Communicate clearly and concisely, orally and in writing.Prepare review and approve comprehensive analyses and reports.Formulate and administer policies and budgets.Interpret and make sound decisions in accordance with laws, regulations and policies.Read, understand and apply complex materials.Establish comprehensive record keeping systems.Administer contract services.Operate a vehicle observing legal and defensive driving practices.Understand and carry out oral and written instructions.Establish and maintain effective relationships with those contacted in the course of work.Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others.EDUCATION AND EXPERIENCE:Any combination equivalent to two years of managerial-level experience and completion of college-level course-work leading to a bachelor's degree in public administration or a field which is closely related to the work of Business Services.LICENSES AND OTHER REQUIREMENTS:Valid California Class C driver's license and a safe driving record.Incumbent will be involved in field work which requires travel in personal vehicle to various sites.WORKING CONDITIONS:ENVIRONMENT:Office environment.Constant interruptions.PHYSICAL DEMANDS:Dexterity of hands and fingers to operate a computer keyboard.Hearing and speaking to exchange information.Seeing to read a variety of materials.Sitting for extended periods of time.Bending at the waist, kneeling or crouching to file materials.If your application is selected to move forward in the recruitment , you will be invited to participate in responding to supplemental questions. OTHER IMPORTANT INFORMATION: Positions in this job classification are exempt, and work 12 months/year. The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.Applicants selected for permanent or substitute assignments are required to pay for fingerprinting services and obtain Tuberculosis results prior to beginning work. Hayward Unified School District does not pay for employee health and welfare benefits. Full-time employees are required to purchase medical health benefits. Half-time and less than half-time employees may participate on a voluntary basis. Health benefit costs are 100% employee paid through a pre-tax payroll deduction. Employees may opt out of health coverage upon presentation of proof of alternate coverage. Dental coverage is mandatory for all employees working 20 hours per week, or more, regardless of outside coverage. Less than half-time employees may participate on a voluntary basis. The District contributes the full premium for "employee only". Any additional premium will be employee paid.
