      Scope of Work:

      The Director of HIV, STI and HCV Services is responsible for the development and oversight of Access Health Louisiana’s HIV, STI and HCV programs. This position will manage the grant activities of the Primary Care for HIV Prevention grant, including supervising staff members, overseeing practice transformation projects at all AHL sites, managing a monitoring & evaluation program for HIV/HCV/STI prevention and care, planning outreach events and public health campaigns, and participating in local, state or federal workgroups and/or initiatives.

      Essential Functions:

      • Oversee all activities of the Primary Care for HIV Prevention (PCHP) grant, developing strategic plans and goals to achieve grant objectives, data collection and analysis, grant reporting, and budget and expenditure management.
      • Manage all PCHP staff, including the PrEP Patient Navigator, HIV Linkage to Care Coordinator, Community Health Worker, and Peer-to-Peer Sexual Health Interns, and others.
      • Develop, monitor, and implement workplans to increase access to health services, improve patient compliance, and provide program supports to help AHL staff move patients towards self-sufficiency: including patient navigation, tele-health, and other initiatives as they arise.
      • Work directly with the Access Health Louisiana AIDS Education and Training Center (AETC) and Ryan White Part A staff to develop integrated work plans to improve quality of care at Access Health Louisiana.
      • Ensures all programs follow established standards and frameworks, including workplans, budgets, project organization and governance structures, communication, change management, and performance for all AHL sites, particularly the infectious diseases clinic.
      • Oversee collaborations with Louisiana Department of Health STD, HIV/HCV Prevention Program (SHHP), New Orleans Health Department Office of Health Policy and AIDS Funding Ryan White program, Ending the Epidemic (EHE) workgroups, and other inter-agency collaboratives.
      • Educate AHL providers on HIV, PrEP, HCV, and STI assessment and treatment, infectious diseases clinic services, and our policies and procedures. Monitor program outputs to ensure all AHL medical and mental health providers are making referrals to Patient Navigator Services.
      • Facilitate continuous technical assistance to AHL providers with the Chief of Infectious Diseases. Ensure timely response and support to clinicians and other relevant staff.
      • Oversee all HIV treatment, PrEP, Hepatitis C, STI and other infectious diseases referrals to the Infectious Diseases clinic. Assist with patient navigation where needed. Manage the AHL “Rapid Start” Program, which links patients newly diagnosed with HIV to care on the same day as initial diagnosis, and the Home HIV Testing Initiative.
      • Manage the Access Health Louisiana LGBTQ Workgroup, oversee workflows for LGBTQ patient navigation, plan outreach programs with community organizations and facilitate LGBTQ case conferencing with AHL providers.
      • Plan all HIV Counseling, Testing and Referral trainings for AHL medical assistants and nurses with the Louisiana Department of Health STD, HIV/HCV Prevention Program (SHHP).
      • Participate in all Louisiana HIV Continuous Quality Improvement (CQI) meetings and the New Orleans Quality Improvement Learning Collaborative. Oversee CQI special projects, and review and report all necessary data from the AHL system.
      • Participate in New Orleans and statewide Ending the Epidemic (EHE) committees, Fast-track cities (FTC) workgroups, and New Orleans Ryan White AIDS Planning Council (NORAPC) committees. Oversee project development in accordance with the EHE, FTC, and NORAPC plans, and oversee & direct departmental resources in accordance with these plans.
      • Develop and monitor relevant public health campaigns, outreach events and marketing activities. Report on program outputs and activities to AHL management and board of directors.

      Education/Professional Requirements:

      • A Master’s degree in Public Health, Social Work or other relevant discipline.
      • At least three (3) years of public health/social service program management, two (2) of which must be in a supervisory role.
      • Experience managing departmental budgets. Experience with HRSA grant management preferred, but not required.
      • Experience with practice transformation and quality improvement work.
      • Must have reliable transportation and a valid Louisiana driver’s license.

      Knowledge, Skills and Abilities Required:

      • HIV/AIDS, Hepatitis C and STI knowledge, especially HRSA and CDC Ending the HIV Epidemic initiatives.
      • Ability to work a flexible schedule and non-traditional hours.
      • Strong organizational, administrative, and project coordination skills, and the ability to effectively manage multiple projects.
      • Strong interpersonal skills, with the ability to effectively listen, collaborate, and build relationships with staff, clients, remote colleagues, supervisors, and others.
      • Ability to effectively communicate when speaking in writing, present to small groups, and provide guidance and support to teams.
      • Able to both independently and collaboratively solve problems, make decisions, support change, exercise sound judgement, ask questions, and be open to the input and decisions of others.
      • Excellent people manager (especially with a dispersed workforce), open to direction, suggestions and commitment to get the job done.

      Preferred Qualifications:

      • HIV Counseling, Testing and Referral Certification
      • Project management certification, such as Six Sigma, PMP, etc.

      People living with HIV and persons of trans experience highly encouraged to apply.
