      The Eugene Water & Electric Board (EWEB) is currently seeking an Emergency Management Specialist to support development and ongoing maintenance of a variety of mitigation and emergency action plans for the water and electric utilities. Threats from natural disasters and climate change require the Emergency Management Specialist to help EWEB evaluate enterprise-wide risks and conduct vulnerability assessments, create new and/or integrate existing emergency response plans and protocols into an overarching plan, and develop disaster recovery strategies to enable continued delivery of vital community services.       The successful candidate will be at the front lines of the continuing development of a corporate emergency management training plan to further embed a culture of preparedness and resiliency among EWEB employees, as well as support operational teams in planning and implementing tabletop and functional exercises. They will represent EWEB in relevant interagency meetings and facilitate its role in emergency response and/or disaster recovery activities coordinated by or with federal, state, or local entities.

      The Emergency Management Specialist will also:

      • Lead initial studies and on-going assessments of operational continuity risks and business impact analyses to identify and prioritize the delivery of critical services against a variety of potential emergency response and disaster recovery scenarios.
      • Provide expertise, best practices, and functional support to divisional and sub-divisional groups in the development of operationally-specific tactical resiliency, emergency response or disaster recovery plans.
      • Identify resiliency, emergency response planning and disaster recovery best-practices and translate these to EWEB-specific requirements, including technology needs and other resource requirements.
      • Develop and maintain a culture of preparedness and business continuity awareness through education, training, and exercises for utility employees, including partnering with external resources for National Incident Management System (NIMS) and Incident Command Structure (ICS) trainings. Develop supporting training, educational and informational materials.
      • Represent EWEB in interagency teams and regional forums for all-hazard planning, including updating and supporting implementation of the Eugene-Springfield Natural Hazard Mitigation Plan (NHMP).
      • Develop performance measures and metrics to evaluate overall corporate resiliency; monitor and report progress on utility business continuity, emergency management and overall readiness efforts, ensuring compliance requirements are met.
      • Actively engage a broad network of emergency management peers to develop and leverage strategic partnerships for pursuit of outside funding opportunities, shared resources where practical, and to ensure effective, coordinated incident response.
      • In partnership with the Public Information Officer, support development of crisis communications plans, including protocols for using emergency alert systems for prompt and effective communication to EWEB employees and the public.
      • Identify and support development of state and federal grant applications for prioritized projects; in coordination with the EWEB Grants Specialist and other stakeholders, facilitate funded project implementation, budget tracking and required documentation.

      Minimum Training and Experience Required:

      Minimum Experience: Four years of progressively responsible experience developing plans and programs in the areas of regulatory compliance, business continuity, public health and safety, or risk management - in a utility, the public sector, or a related industry.

      Education: Bachelor’s Degree from an accredited college or university in Communications, Political Science, Physical or Biological Sciences, Public Administration, Business Administration, Engineering or a directly related field such as risk/emergency management

      Equivalency: An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

      The starting salary for this position is $87,497 - $109,372 commensurate with knowledge, skills, education, and experience as it relates to the position.

      Telecommuting:

      This position is based in Eugene, Oregon and it has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site. The selected candidate must live in the state of Oregon.
