      The Opportunity

      WSDOT is seeking a detail-oriented and driven Fiscal Analyst 2 to join the Project Support and Receivables (PS&R) team within the Accounting and Financial Services Division. In this role, you'll perform both general and specialized financial analysis across a broad range of fiscal, grant, and contract activities, ensuring compliance with Generally Accepted Accounting Principles (GAAP), as well as state and federal regulations and WSDOT policies. This position plays a vital role in advancing WSDOT's mission by delivering accurate, timely financial support that upholds the agency's fiduciary responsibilities and enables informed decision-making across programs.
      What to Expect

      Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:
      • Perform financial review and analysis of accounting and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), federal and state regulations and WSDOT guidelines and practices.
      • Determine funding sources for work orders, provide detailed expenditure analysis, determine proper account coding for work orders and payable agreements, resolve problems and identify impacts to others.
      • Analyze financial data from various agency fiscal and reporting systems to determine if adjustments are needed.
      • Conduct expenditure queries and utilize agency data mart reports to prepare journal vouchers to transfer expenditures as necessary.
      • Process expenditure transfers for month-end closing.
      • Perform accounting support for the Motorist Information Signs (MIS) program in core financial system (TRAINS).
      • Establish recurring accounts receivable information for customers and permits in TRAINS to generate annual billings for MIS program.
      • Coordinate activities with the region traffic offices.
      • Modify recurring receivables as needed due to changes in business ownership, removed signs, canceled permits, etc.

      Qualifications

      To be considered for this opportunity, the following are required:
      • Accounting Principles & Regulatory Compliance: Demonstrated ability to apply Generally Accepted Accounting Principles (GAAP), governmental accounting standards, and federal and state fiscal regulations to ensure accurate, compliant financial transactions and reporting within a public-sector environment.
      • Financial Analysis & Budget Management: Proven ability to perform complex financial analysis, including identifying appropriate fund sources, applying correct account coding, evaluating impacts to program and project budgets, and ensuring compliance with federal funding requirements.
      • Financial Systems & Data Management: Demonstrated proficiency using enterprise financial systems (e.g., TRAINS or similar), financial reporting tools, and data query systems to manage financial data, generate reports, and support decision-making.
      • Records Management & Compliance: Knowledge of records retention requirements and demonstrated ability to maintain accurate and complete financial records in accordance with agency policies and regulatory standards.
      • Accounts Payable, Receivable & Agreements Administration: Proven experience administering financial processes, including accounts payable and receivable, establishing and managing agreements, monitoring budgets and expenditures, processing adjustments (e.g., credit memos, refunds), and resolving discrepancies such as revenue suspense items.
      • General Ledger & Financial Transactions Processing: Demonstrated ability to prepare and process a variety of financial transactions, including journal vouchers, accruals, liquidations, and expenditure transfers, ensuring accuracy and timeliness during month-end and fiscal year-end close.
      • Project & Work Order Financial Management: Experience establishing, modifying, monitoring, and closing work orders and projects within an enterprise financial system, including performing federal project closures and reconciling budgets to actual expenditures.
      • Analytical Thinking & Problem Solving: Strong analytical and problem-solving skills, including the ability to identify discrepancies, assess financial impacts, and implement effective corrective actions.
      • Communication & Stakeholder Engagement: Ability to clearly and professionally communicate complex financial information to a variety of audiences, including internal staff, regional offices, and external stakeholders.
      • Time Management & Accountability: Demonstrated ability to manage multiple priorities, meet strict deadlines, and maintain accuracy in high-volume environments, particularly during critical reporting periods such as month-end and fiscal year-end close.
      • Attention to Detail & Accuracy: Strong attention to detail with a consistent track record of producing accurate financial documentation, data entry, and reporting.

      • Regulatory Knowledge & Receivables Compliance: Demonstrated knowledge of federal and state fiscal regulations and requirements governing public-sector accounting and receivable management, with the ability to apply this knowledge to ensure compliance and accurate financial processing.
      • Financial Systems Knowledge & Application: Knowledge of enterprise financial systems and subsidiary receivable and reporting systems, with the ability to effectively record, research, and report fiscal activity to support business operations.
      • Receivables Processing & Internal Controls: Demonstrated skill in processing and adjusting receivable transactions, ensuring accuracy, appropriate supporting documentation, and adherence to internal control requirements.
      • Financial Data Interpretation & Reporting: Ability to translate complex accounting and financial data into clear, concise, and actionable information to support decision-making by management and program staff.
      • Enterprise System Utilization (TRAINS or Similar): Demonstrated skill in using enterprise accounting systems (e.g., TRAINS or similar) to independently query data, prepare financial entries, and support accurate and timely fiscal reporting.
      • Consultation & Financial Advising: Ability to consult with program managers and stakeholders to provide guidance on proper accounting treatment and communicate the fiscal impacts of accounting decisions.

      Insurance Benefits

      Retirement and Deferred Compensation
      State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

      Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

      Social Security
      All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

      Public Service Loan Forgiveness
      If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

      Holidays
      Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

      Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

      Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

      Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

      Sick Leave
      Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

      Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

      Vacation (Annual Leave)
      Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

      Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

      Pay status includes hours worked, time on paid leave and paid holiday.

      As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

      Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

      Military Leave
      Washington State supports members of the armed forces with 21 days paid military leave per year.

      Bereavement Leave
      Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
