- Analyze, interpret and assign appropriate expenditure codes to process paper and electronic travel vouchers, tuition reimbursement requests, travel advances and A-19-2A reimbursement requests.
- Ensure all reimbursement requests are complete, correct, accurately coded and comply with current state travel regulations and agency travel policies.
- Maintain and verify Out-of-State Prior Authorizations comply with travel regulations.
- Prepare and input warrant batches for payment to US Bank for airfare and Enterprise Rent-a-Car expenses.
- Maintain and monitor electronic fund transfer authorizations and travel signature approvals and make journal voucher corrections.
- Oversee the corporate travel charge cards used by agency employees to include issuing, monitoring and canceling cards. Review and analyze charge card accounts for delinquencies and compliance with travel policy.
- Oversee archiving of travel documents.
- Interpret and explain travel rules and regulation and WSDA travel policies to agency employees.
- Develop training materials that explain complex requirements and conduct training seminars for agency employees.
- Conduct monthly travel audit for agency.
- Review and analyze travel regulations and processes to recommend specific improvements to the agency travel policy for additional efficiencies.
- Review, analyze and reconcile general ledgers and program funds.
- Analyze revenue accrual reports and make JV adjustments.
- Monitor the deferred revenue reports, determine adjustments needed and make adjustments.
- Reconcile GL 1383 Travel Advances.
- Reconcile GL 5191 Deposits Payable.
- Audit and process cashiering monthly suspense fund distribution.
- Monitor and issue reports for litigation holds on financial services travel records.
- Interpret and explain OFM cashiering rules and regulations and WSDA policy for revenue and payments to agency employees.
- Review and analyze cashiering regulations and processes to recommend specific improvements to the agency cashiering policy for additional efficiencies.
- Review and monitor private local contractual reimbursements including WUSATA.
- Reconcile expenditures and reimbursements on each agreement.
- Provide programs with estimated contract balances each month and resolve discrepancies.
- High School Diploma or GED or equivalent experience.
- Three (3) years of fiscal or accounting experience.
- Higher education which includes 18 quarter, or 12 semester hours of accounting, auditing, or budgeting may substitute year for year for experience.
- Bachelor's or master's degree in a financial related filed.
- Experience interpreting federal, state, and/or agency travel policies and procedures.
- Experience using the state accounting systems including TEMS, AFRS, Enterprise, WebI, TM$, Toolbox and PayPoint.
- Ability to work with individuals with diverse backgrounds, understands and performs governmental accounting transactions. Exceptional listener and communicator who effectively and respectfully conveys and receives information verbally and in writing.

The Opportunity
The Financial Services Program provides centralized budget, accounting, payroll, and benefits to support the agency and program operations. Financial Services works to ensure budget and accounting operations are completed in compliance with state and federal guidelines as well as agency policies and procedures.
This position is the agency's expert travel & employee reimbursement processor, back-up cashier as well as a critical member of the accounts receivable section handling reconciliations and private-local agreements. This position performs detailed fiscal work that requires familiarity with complex regulations.
This position analyzes and interprets travel and accounts receivable requirements, policies, rules, and regulations adopted by OFM and the agency for travel and accounts receivable. The position accurately prepares, reconciles, and approves payment for travel and accounts receivable submittals based on Generally Accepted Accounting Principles.
This position interprets requirements, explains complex policies and procedures to travelers and supervisors of travelers in the agency and prepares training and reference documents for employees regarding the Travel Expense Management Systems (TEMS). This position monitors the agency's travel credit card program through US Bank, rental car and airfare expenses. Additionally, the incumbent serves as the primary back-up to the agency's lead cashier and performs monthly and year-end reconciliations and assists supervisor and management with travel, accounts receivable, and financial risk audits.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
